Introduction
On January 12, 2010 an earthquake registering over 7.0 on the Richter scale struck the Republic of Haiti killing more than 200,000 people, displacing over a million and affecting a total of 3,000,000. The epicenter of the quake was close to Haiti’s capital city, Port-au-Prince, destroying and heavily damaging homes, schools, churches, and critical infrastructure. The Government of Haiti (GoH) was also devastated by the earthquake, which destroyed most public buildings and records and took the lives of many key staff. All government functions have been significantly affected and it faces tremendous challenges in carrying out the most basic of operations, including providing security and paying government employees.
As part of the post-earthquake response in Haiti, USAID/OTI is working with Chemonics under the Haiti Recovery Initiative (HRI) (Ann Leve Kanpe) to fund short- and medium-term activities to prevent political instability that would hamper the recovery effort and worsen the humanitarian situation. These activities are aimed at restoring the GoH’s operational capacity and target additional stabilization priorities as they arise. Specifically, HRI is focused on four components:
1.) Enabling the Government of Haiti to Function
2.) Community Stabilization through Temporary Employment
3.) Enhancing Citizen Participation in Relief and Recovery
4.) Debris Management/Flood Mitigation
HRI is an 18-month project that began on January 17, 2010.
Fonctions
The Procurement Manager is responsible for overseeing the high volume of procurement and specialized requirements of the HRI project related to both operational procurements, and procurements related to the program components #1 and #2 – Enabling the Government of Haiti to Functionand Enhancing Citizen Participation in Relief and Recovery.
The Procurement Manager serves as a resource to HRI technical and program staff on procurement issues. The Procurement Manager ensures that solicitations are processed with free and open competition, and that all procurements comply with relevant USAID/OTI regulations. Specific responsibilities include but are not limited to planning procurements, writing appropriate specifications, evaluating the offers, monitoring the purchase orders, monitoring item delivery, and handling all post-solicitation activities, including all appropriate documentation. The Procurement Manager will report to the Senior Operations Manager.
Specific tasks to be completed under this SOW are as follows:
• Receive Procurement Action Requests (PARs) from technical and operations teams, signaling the initiation of the procurement process. If the procurement is related to a grant activity, the procurement manager shall ensure that the activity budget was included by the technical team with the PAR.
• Initiate the procurement process by drafting and releasing written Requests for Quotations (RFQs) to vendors for program materials.
• Evaluate vendor bids by creating a bid analysis spreadsheet to evaluate quotes by price, quality, guarantee, and delivery time. The Procurement Manager shall be responsible for ensuring that each choice of vendor is documented by a memo to file for each procurement.
• Create purchase order for each purchase in accordance with HRI standard purchase order template and place orders for items with vendors by sending the purchase order to the vendor.
• Upon successful delivery of materials, facilitate the completion of delivery inspection reports to keep with procurement and finance files.
• Work with the HRI Logistics Assistant to maintain an accurate inventory of project-owned operational and technical items.
• Maintain accurate and complete procurement files by creating and maintaining folders for each purchase in both hard copy and electronic filing systems.
• Supervise the HRI Logistics Assistant.
• Other related procurement tasks, as assigned.
Qualifications Requises
1. University degree required.
2. At least five to seven years of progressively responsible procurement work experience required.
3. Experience with USAID- or donor-funded projects preferred.
4. Advanced skills in word processing and MS Excel required.
5. English language proficiency strongly preferred; French language proficiency required.
