Introduction

Leads and coordinates the implementation of the project activities and provides technical expertise for specific Neglected Tropical Diseases (NTDs) endemic in Haiti. Maintains relationships with host country counterparts at MSPP and MENFP, key sector implementing partners, donors, consultants, and stakeholders. Collaborates with colleagues across RTI on technical, administrative, and strategic planning initiatives. Ensures successful implementation of project. Ensures best practices and lessons learned are captured and disseminated across the project. May serve as a representative of the project to clients, stakeholders, and partners, providing key inputs for technical or management decisions. Responsible for managing program deliverables including planning and coordination of all activities.


Fonctions

Essential Duties and Responsibilities:

• Provide support and management oversight of RTI’s Haiti Act | East activities in support of the Haiti NTD activities. Ensure that all activities are implemented in accordance with approved workplans, timeline, and budget.
• Collaborate with the Haiti Chief of Party, Act | East HQ staff, and other senior staff to develop appropriate strategies for the project, annual workplans and budgets, based on thorough analysis of project data and other evidence from the field, international best practices and WHO guidance.
• Key liaison between RTI’s Act | East Program in Haiti and the NTD team at the Haiti MSPP and other program stakeholders at MENFP.
• Provide support to the MSPP for timely implementation and smooth operation of country program activities.
• Assist the MOH on WHO submissions such as the Joint Application Package, which includes the Joint Reporting Form, Epidemiological Data Reporting Form, and Join Request for Selected Medicines.
• Assist the Haiti Chief of Party to compile all project reports, including weekly and monthly updates and Semi-Annual Reports.
• Supervise the Program Officer.
• Provide the M&E Manager and M&E Officer guidance to plan and implement M&E activities, including disease-specific assessments, data quality assessments, coverage surveys, data collection and reporting. Work with the M&E team to monitor progress of program targets and deliverables.
• Provide guidance to plan and implement project workshops, trainings and technical meetings, as well as gender equity and social inclusion (GESI) and Learning activities. Work with other staff to monitor progress of program target and deliverables.
• Provide mentoring, training, and supervision of other project staff, government counterparts and NGO partners where applicable.
• Provide monitoring of project activities through field visits and review of technical protocols.
• As requested, provide technical input into communications, policy, and advocacy materials
• Provide review of data collection, compilation, and analysis of project activities, including submission of data using Act | East monitoring and evaluation workbooks and forms.
• Identify and initiate requests for short-term technical assistance from the Act | East Program.
• Remain informed of new knowledge, information, and technology relevant to NTDs in Haiti, and share updates with technical staff and MOH.
• Perform other duties as needed.
• Domestic travel required up to 30% time.


Qualifications Requises

Minimum Required Education & Experience
Master’s degree and 12 years of experience or bachelor’s degree and 16 years of experience or equivalent combination of education and experience

Skills & Abilities

• Proven experience in working collaboratively with Haitian government units at all levels as well as local NGOs is preferred.
• Ability to successfully work within a team, exceptional organizational skills, and the ability to handle multiple, high pressure activities.
• Fluent in English.
• Strong interpersonal skills, cultural awareness, and the ability to effectively communicate with individuals from diverse professional and social backgrounds with a service-oriented attitude.
• Familiarity with international development organizations, and their systems and policies.
• High degree of professionalism and discretion.
• Ability to work independently as well as in a team and in a matrix structure.
• Strong attention to detail, accuracy and organizational skills with ability to be flexible and work well under pressure in a multi-tasking setting.
• Experience with MS Word, Outlook, PowerPoint, and Excel
