Program / Department Summary
Mercy Corps has been present in Haiti since 2010, providing humanitarian assistance and implementing programming focused on resilience and natural resource management, financial inclusion, youth and participation, and good governance. Our early recovery and development programs contribute to Mercy Corps’ overall vision for Haiti: Solutions are locally led and market-based, and communities are secure, equitable and are flourishing in the face of frequent natural disasters and economic instability. Mercy Corps’ vision for change requires the private sector, government and civil society to work together to create meaningful and sustainable change.
Mercy Corps is seeking a Resilience and Sustainability Senior Advisor (RSSA) for the five-year USAID Resilience Food Security Activity (RFSA) for Haiti. The Activity will contribute to food and nutrition security for households and communities in four targeted departments. This goal will be achieved through enhanced sustainable management of natural resources; increased consumption and utilization of safe and nutritious foods; and profitable livelihoods.
General Position Summary
The RSSA will provide strategic vision and leadership, and ensure accountability for promoting and achieving RFSA resilience and sustainability goals. The RSSA will also be responsible for establishing and managing systems to ensure resilience and sustainability and ensure that the technical RFSA sectors and support functions work together to create multiplier effects. The RSSA will ensure resilience and sustainability results are delivered, including the development and achievement of resilience and sustainability metrics phase out plans, and exit strategies.

The RSSA acts as a specialist in resilience and sustainability and maintains a depth of understanding of local, departmental, and national policies and guidance related to resilience and sustainability. The RSSA should also promote appropriate integration, layering, and sequencing of technical interventions within the RFSA and USAID Mission investments to amplify sustained impact.


Fonctions

Technical Leadership and Capacity Strengthening
- Responsible for providing vision and leadership in fostering effective community engagement and development strategies and approaches and identifying local solutions that will ensure buy-in and ownership of the communities’ own development, and contribute to the durability of RFSA investments after the completion of the program.
- Work closely with the Purpose Leads to ensure integration of an overarching strategy for resilience and related resilience approaches throughout program design, implementation, monitoring, evaluation and learning.
- Develop and adapt context-specific guidance, tools and trainings to advance the integration of resilience-thinking and action into program systems, to support results and maximize impact.
- Facilitate integration of Mercy Corps’ high-impact resilience program management practices into assessment, refinement of design and logic chains, and adaptive management, and to ensure program implementation reflects an integrated resilience approach throughout.
- Provide technical support and mentoring to team members in ensuring high-quality, impactful implementation in resilience, documentation of lessons and taking initiatives to scale. Coordinate and deliver support visits, training workshops and reflection meetings that strengthen the RFSA team’s capacity in resilience.
- Oversee implementation of a thorough and realistic sustainability and exit strategy - from the beginning of the award - that provides a framework for positive, lasting impacts of program activities beyond the life of the award.
- Work closely with the Chief of Party and Country Director to ensure that interventions are layered with other investments, integrated within a household and community, and sequenced to increase their uptake.
- Identify capacity-strengthening needs and opportunities for community groups and service providers and promote linkages within communities, focusing on the capacity, motivation, resources, and linkages of the providers in support of continued food security impacts in the face of shocks and stresses.
- Oversee the gradual transition of program interventions and services with the aim of having parts of implementation transferred to other entities during the fourth year of the award.
- Manage staff and consultants as needed to accomplish objectives of selected components.

Monitoring, Measurement and Learning
- In collaboration with relevant team members and partners, facilitate the development of a resilience monitoring and learning agenda, tied to program outcomes.
- With our learning partner, mentor program M&E and other team members to implement a resilience monitoring system, to track resilient program outcomes and document lessons-learned.
- Work with program teams to develop and facilitate an adaptive management process in line with the RFA’s Collaborating, Learning and Adapting (CLA) Plan, to reflect on resilience monitoring results, take stock of successes and failures, and make program adjustments as necessary.
- Work with teams to set and oversee the delivery of research and learning priorities in resilience, in consultation with donor, including measuring resilience at systems level.
- Identify opportunities for ensuring resilience programs can demonstrate evidence and deliver compelling messages on what works best for resilience.
- Oversee support systems and structures that actively cultivate learning and exchange on resilience approaches team members and partner agencies; serve as technical lead on resilience across partner agencies.
- Identify opportunities to professionally document and promote best practices and lessons learned that respond to the priority research and thought leadership topics.
- Coordinate the development of high quality learning products, program briefs and thought pieces articulating and sharing evidence and proxy indicators of success for building resilience

Representation, Partnerships and Outreach
- Connect our thought leadership and influence agenda to representation and outreach efforts.
- Represent program’s resilience approaches to donors and other implementing partners.
- Serve as resilience representative in various coordinating and working groups; effectively represent program vision and resilience approach.
- Help ensure program resilience approach is captured in briefs, resilience stories, and other critical communication material for donors.
- Promote resilience work within the organization and cultivate participation in communities of practice and other resilience-related forums.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our projects


Qualifications Requises

Knowledge and Experience / Qualifications and Transferable Skills
- An advanced degree (Master’s or PhD) in development studies, international relations, agriculture, nutrition, public health, business administration, or a related field.
- At least 10 years’ of progressively increasing management responsibility in international development projects, a minimum of eight years in country-based positions.
- Experienced in a broad spectrum of food security technical focus areas.
- Thorough understanding of resilience thinking required, with an understanding of Mercy Corps’ approach to resilience a plus.
- Extensive experience with capacity building and multi-stakeholder coordination.
- Demonstrated ability to design and facilitate processes to use research and M&E to improve program learning and adaptive management.
- Prior experience working in Latin America and/or the Caribbean, and humanitarian and/or development experience working in Haiti is desirable..
- Excellent verbal and written communication skills in English and French. Fluency or proficiency in Creole is an advantage.
- Excellent computer skills (especially Microsoft office applications) and ability to use information technology as a tool and resource.

Living Conditions / Environmental Conditions
The position is based in Port-au-Prince, Haiti, with regular travel (up to 40%) to implementation areas as the security situation allows. This is an accompanied position, with individual housing. There is regular access to electricity and water, though there are occasional electrical outages. Access to quality health care is limited. There are a number of clinics in town, but serious illnesses will require evacuation. Internet is limited, but available in Mercy Corps offices. There is reasonable access to most consumer goods in Port-au-Prince.
