Job Summary:
You will manage all activities related to the quantification, shipment, receipt, storage/warehousing, dispatch, and distribution of goods to advance the delivery of high-quality programming to the poor and vulnerable. Your knowledge and experience will allow you to anticipate and manage commodity and logistics needs and challenges, and identify solutions, as you apply the principles of stewardship, integrity, transparency, and accountability.


Fonctions

Roles and Key Responsibilities:
• Collaborate with direct reports, the Supply Chain Manager and programming leads to run pipeline analyses, synchronize the supply of goods with programming needs, and ensure quality and efficiency of processes in compliance with CRS and donor regulations and international and local inventory accountability standards and requirements.
• Manage the determination of logistics service requirements, desired specifications and delivery schedules, ensuring proper coordination and communication. Anticipate and identify potential or actual problems in the supply chain which may affect the short-term or long-term availability of individual goods and act to address those problems.
• Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming.
• Identify and assess transportation resources, storage facilities, leasing options, and any other logistics services. Maintain and oversee relationships with port operations, freight forwarders, customs clearing agents and key suppliers. Participate in coordination meetings to ensure planning and coordination of supply chain management activities.
• Plan and manage the distribution chain from port of arrival to beneficiary distribution sites or disposal. Proactively mitigate security risks. Oversee and ensure the proper execution of the dispatch plan; work with programs staff to verify the dispatch plan’s adherence to the distribution plan.
• Ensure high-quality preparation of accurate and complete product movement reports.
• Create and maintain the proper conditions for learning. Establish a safe environment for the sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies. Provide capacity strengthening guidance to staff and partners, which includes cross-departmental learning.
• Assist in all USAID required reporting for supply chain activities. Where relevant, communicate regularly with HQ Departments (e.g., IDEA, GSCM-Shipping) to ensure timely data collection, analysis, and reporting. Assist with the preparation of year-end and other periodic reports for submission to the host country government, USG, and CRS HQ.
• Ensure accountability and transparency of supply chain operations in compliance with the CRS Supply Chain Handbook, P2P Manual, CRS policies and procedures, donor regulations, award documents, and international and local standards and requirements.
• Monitor inventory control and oversee goods tracking and record keeping systems throughout the entire supply chain cycle, from time of request until time of delivery. This may include certain tasks to perform in the Oracle Insight system.
• Support the Procurement Manager in the design and implementation of strategic sourcing and procurement planning to identify, assess, select, and contract suppliers that will deliver the maximum value for money to the organization and your project(s). In close coordination with the procurement team, support the development of relationships with key suppliers. Ensure the team’s adequate assessment of supplier performance and product quality, and provide feedback to the procurement team, SCM and other interested staff. Assist as requested with the development of contract purchase agreements (CPAs) and blanket purchase agreements (BPAs).


Qualifications Requises

Basic Qualifications
• Bachelor’s Degree in Supply Chain or other relevant degree required. Master’s Degree in Supply Chain, other relevant Master’s strongly, or equivalent experience strongly preferred. Professional certification(s) in supply chain a plus.
• Minimum of 3 years work experience in supply chain/logistics management, with progressive responsibility, preferably with relief supply chain management of food commodity.
• Knowledge and experience with transportation, inventory management and distribution.
• Staff management experience and abilities that are conducive to a learning environment, including experience with designing and facilitating trainings.
• Knowledge of national and international import/export legislation and common customs regulations.

Required Languages - English and French fluency required. Haitian Creole is a plus.

Conditions de travail

Travel - Must be willing and able to travel up to 25 % domestically with periodic international travel.


Preferred Qualifications
• Proficient in MS Office package (Excel, Word, PowerPoint, Visio). Experience with commodity tracking systems is a plus.
