About Better Work Haiti
The Better Work country program in Haiti was launched in June 2009 in the framework of a trade agreement between the United States and Haiti (HOPE II law), making the programme mandatory for all apparel producers exporting their products to the US market under this HOPE II legislation. Total export revenues from the textile and garment industry in Haiti account for approximately 90% of national export earnings and 10% of national GDP. The apparel industry is also among the largest employers within Haiti, creating jobs for approximately 45,000 people. The industry is a powerful magnet for unskilled and semi-skilled workers from the informal sectors. Most workers (about 69% Female) support on average 3-5 family members.
Better Work Haiti strives for a thriving garment industry that supports national growth, empowers women, and lifts tens of thousands of Haitians and their families out of poverty.
In coming years, the Better Work Haiti programme will build on its proven approach in improving working conditions and boosting business competitiveness. Furthermore, it will share its expertise beyond the garment sector for the first time, broadening its impact to other manufacturing sectors. Scalability and sustainability will be top priorities, emphasizing strengthening national actors' capacity, shaping policies, and forging strategic partnerships.
Function
The Technical Programming Officer will assist the above program's overall activities by providing technical support to the program and contributing to the expected outcomes. The incumbent will promote ILO policies in the program-related technical areas.
Supervision
The incumbent will work under the Better Work Haiti Program Manager's direct supervision, who is also the Responsible Chief and oversees program implementation. The Country Office Director in San José is the Higher Level Chief.
Fonctions
Description of Duties
Contribute to monitoring and expediting the Better Work Haiti program implementation by drafting technical progress reports and participating in reviews and evaluations. Identify and document significant project events, decisions, and deviations.
Contribute to the formulation and updating of work plans and performance plans.
Review work plans to ensure they are effectively linked to donor agreements and monitor staff delivery against the work plan.
Identify funding opportunities and contribute to the development of project proposals for submission to donors interested in Better Work Haiti.
Coordinate the development of progress reports to donors, including collecting information, reviewing and analyzing reports, and proofreading.
Support the elaboration of written outputs such as briefing notes, project summaries, ad hoc donor reports/requests, background papers, or other relevant donor communication contributions.
Assist the Better Work Haiti Program Manager in developing a sustainability plan for the program's future direction.
Working with the BW Haiti Communications Officer, help to increase the profile of the program in international media
Represent Better Work Haiti, as appropriate, at meetings with donors, UN Agencies, constituents, and other stakeholders.
Qualifications Requises
Required qualifications
Education
First-level university degree in economics, social science, international studies, or other relevant fields.
Experience
At least three years of professional experience in the management and implementation of relevant development cooperation projects. Relevant areas include social dialogue, private sector development, labour law and policy administration, Corporate Social Responsibility, enterprise development, and/or labour standards compliance.
Languages
Excellent command of English and French. Knowledge of Haitian Creole is an asset.
Competencies
Knowledge of project administration and evaluation concepts and procedures.
Knowledge of the office's financial rules and regulations.
Knowledge of office-wide activities and objectives.
Ability to interpret project information and to identify and analyze problems with implementation.
Good drafting skills.
Ability to communicate effectively both orally and in writing.
Ability to clarify information.
Good computer applications skills.
Organizational skills.
Ability to work on own initiative as well as a member of a team.
Ability to deal with people with tact and diplomacy.
Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required. Commitment to gender equality and knowledge of gender mainstreaming principles and approaches.

Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
Any extension of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
