Introduction

The Institute for Health, Population and Development (ISPD) is a non-profit organization working mainly in the health sector in Haiti providing technical support to the Ministry of Health through the National AIDS Control Program (PNLS) and the Department of Family Health (DSF) to improve the quality of services provided to the Haitian population, including HIV care and maternal health services, as well as the prevention and management of childhood illnesses.
ISPD is currently looking for qualified candidates for the position of “Civil Society Engagement and Cross Border Specialist”. Under the direct supervision of the Executive Director, the incumbent will be responsible for interventions for migrant and mobile populations along the Haitian-Dominican border in collaboration with organizations and entities operating along the border line.


Fonctions

• Coordinate activities between the different entities working along the Haitian-Dominican border in the area of health and population;
• Establish the link between support programs for PLWHA on both sides of the Haitian-Dominican border;
• Establish a referral and counter-referral system between the two programs for mobile Haitian PLHIV patients and their children between the two countries;
• Serve as an interface in the field with partners involved in the promotion and provision of care and services to priority populations along the border line;
• Communicate regularly with the ISPD Coordinator within the framework of the BRIDGE project;
• Facilitate exchanges between ISPD, departmental health directorates, border focal points and the PNLS for the benefit of migrant patients;
• Coordinate awareness-raising, education and health promotion activities for mobile / migrant populations;
• Ensure the harmonization of data collection, analysis and processing systems with ISPD and partners working on the border line;
• Identify the resources necessary for the provision of care and services to the mobile population and communicate them to ISPD managers for follow-up;
• Ensure the availability of basic inputs and the general logistics necessary for the provision of services to the mobile population in the border area;
• Actively participate in the preparation of all technical documents relating to border interventions;
• Participate in the periodic analysis of data to assess the performance of border interventions;
• Ensure the regular submission of technical, financial and inventory reports on time to the ISPD central office;
• Analyze the organization of services offered to migrants and suggest ways to improve access and quality of these services;
• Control the amount of work performed according to the set schedule and take the necessary measures to ensure that the expected services are delivered on time, in accordance with the monthly / quarterly work plan;
• Adopt a behavior free from stigmatization and discrimination towards the staff and the populations served.
• Ensure all other tasks identified in coordination with ISPD managers


Qualifications Requises

o Degree in public health, development sciences, population and development, community development, sociology, social sciences or equivalent
o Minimum of 5 years of experience with migrant populations, development management, social development, civil society engagement
o Experience of at least 3 years in the implementation of projects / programs
o Experience in qualitative and quantitative research, data collection and data analysis;
o Professional experience interacting with donors, government agencies, organizations involved in migration issues is desirable
o Skills in the use of computer tools and basic software
o Fluency in French, Creole and Spanish, including strong written and oral communication and interpersonal skills,
o Ability to interact productively with partners
o Knowledge of English is an asset (level 4)
o Have the ability to work with multidisciplinary and multicultural teams and diverse parties
o Experience obtaining results in difficult work environments
o Ability to organize, plan effectively, work under pressure and often meet strict deadlines
