The Democracy and Governance (DG) Monitoring and Evaluation (M&E) Specialist will serve as the lead advisor on data management of the USAID Mission DG Program. His/her responsibility will be to coordinate M&E activities, provide technical guidance on strengthening M&E systems and to provide competent and collaborative leadership in the area of monitoring and evaluation for USG-funded DG activities.
Fonctions
Provide the full range of Monitoring and Evaluation services to USAID-financed Pillar D activities that contribute to the democratic development and improved governance of Haiti. As such, he/she is responsible for managing all USAID Pillar D M&E activity implementation, ensuring the quality of work and that the lessons learned are incorporated into program/project redesign and future development. He/she provides expert advice to AOR/CORs on review and approval of activity level Performance Monitoring Plan (PMP) to make sure that performance indicators are well set, data collection are properly done and that data quality assessment are conducted on a timely and appropriate fashion.
Undertake regular site visits to DG project sites in coordination with AOR/CORs to perform required duties to maintain contact with beneficiaries, and to monitor activity implementation and progress. Prepare reports of field visits.
Report on institutional, administrative and technical achievements of the relevant GoH partner institutions (e.g. OMRH, MICT, MJSP, MEF, IBESR, other) and implementing partners, particularly as they relate to the goals and objectives of the USAID Mission, and alert USAID staff to issues and constraints negatively affecting the implementation of USAID’s DG portfolio.
Act as AOR/COR (or Alternate AOR/COR) for designated activities, as needed, Assist in the drafting of Statements of Work for program and project evaluations in coordination with the Program Office. Coordinate other any other analytical work, assessments, surveys, or baseline data collection contracted by the DG office.
Serve as DG point of contact with the Program Office so that the appropriate synergies can be created with the Mission-wide Monitoring and Evaluation System that is implemented by the Program Office. This includes oversight of DG office activity data input by implementing partners and AOR/CORs into the electronic DevResults database, and the planned successor Development Information System.
Assist CORs/AORs in assuring programmatic field-based linkages between activities that fall under the Pillar D objectives as well as field-based linkages between Pillar D activities and activities conducted by other USAID/Haiti’s Pillars i.e., Pillar A (Infrastructure, Ports and Energy), Pillar B (Sustainable Economic Growth), Pillar C (Health and Other Basic Services), and the relevant Development Objectives of the new CDCS when completed.
Coordinate DG Office inputs to the semiannual Mission portfolio reviews (strategic and activity level) in accordance with Program Office guidance.
Participate in the preparation of annual USAID Operational Plans, including Performance Reporting for all of the Program Areas contributing to democratic development in Haiti. Manage production of the DG input into the Mission’s Performance Plan & Report (PPR) submission to Washington, DC. This will include, among other things, development of a submission calendar for all report deliverables and ensuring that DG staff adhere to deadlines, development of statistical tables on budget and indicator reporting, and incorporation into the report narrative input developed by other DG staff.
Ensure, that through the Program Office, that plans for dissemination and use of evaluations are developed and that evaluation final reports and their summaries are submitted within three months of completion to the Development Experience Clearinghouse (DEC) at http://dec.usaid.gov.
Provide support to CORs/AORs, as needed, in preparing for special events such as workshops, seminars, meetings, ribbon cutting ceremonies, and field trips for senior USG officials, senior Mission officials, or members of Congress and Congressional staff. The incumbent will assist, as needed, with drafting briefing documents, scene setters, and press releases, developing agendas, and issuing invitations, as well as follow up reporting to ensure that event objectives are met. Close coordination with the DG Administrative Assistant, Program Office, and Embassy Public Affairs office is essential.
Coordinate drafting and submission of DG portfolio weekly or bi-weekly reports, project success stories, website content, fact sheets, and other communications about DG results in coordination with the Development Outreach Communications (DOC) Officer.
Qualifications Requises
Education: Minimum of a Bachelor of Science in Political Science, Public Administration, Law, Management, Accounting, Statistics or a related field is required.

Experience: 5 years professional experience in monitoring and evaluation
Job Knowledge: The candidate should have adequate knowledge of the issues and key actors related to promoting democracy, governance, justice, and human rights in Haiti. A demonstrated understanding of USAID or other development organization rules and regulations is required
Skills: Ability to collect and analyze data is essential. The candidate must be able to use a computer, office software and telecommunications equipment efficiently. Demonstrated skills in handling and manipulating data and computer programs for production of MS Office Excel and MS Office Word-based reports is required. The ability to produce accurate and detailed technical or performance analyses related to the DG sector is required. Good writing skills and ability to present data and program results to a wide audience are required. The ability to write original reports or memoranda on DG subject matter in a timely manner is required. The ability to work effectively in teams is required. The ability to interact with DG team members, USAID, US Embassy staff and management, other donors, implementing partners, and GOH officials in a tactful, poised, and confident manner is required. Good judgment and the ability to work independently on a number of tasks simultaneously are required.
Language: (List both English and host country language(s) proficiency requirements by level (II, III) and specialization (sp/read): Professional fluency in English, as well as written and spoken fluency in French. Creole language is required.
