Abt Associates is recruiting qualified candidates for positions in an upcoming USAID-funded opportunity in Haiti, the Improved Health Service Delivery Activity (IHSD). IHSD aims to support a stable Haiti by investing in health services, supporting the Ministry of Health in the delivery of quality health services and strengthening the health system. IHSD embodies strategic evidence-based strategies for Ending Preventable Child and Maternal Death and gender-based violence, respect for women and advancing to Sustainable HIV Epidemic Control, using data to make informed decisions and building local capacity to implement integrated health programs.
Fonctions
Under the supervision of Technical Director, the Senior Governance Advisor will serve as a member of the project’s senior management team, based in Port-au-Prince with frequent travel. The Senior Governance Advisor is expected to be the main project counterpart to the Government of Haiti (GOH), is responsible for ensuring that the governance and health policy and systems strengthening activities are enhanced and well-coordinated at the national level and across selected regions, and to stand in for the Chief of Party when they are unavailable.
Specific duties and responsibilities include the following:
• Provide direction, leadership, and on-going assessment of the project’s governance and health policy and systems component, including activities to support central level policymakers related to policy setting, strategic planning, resource allocation, legislation and regulation, inter-sectoral and donor coordination, and monitoring and evaluation.
• Responsible for directing implementation of health policy and systems strengthening activities at the central level.
• Being the liaison with the MOH working closely with the Unite de programme et d’evaluation (UEP) and the Directions Deconcentrees ou Departmentales (UADS).
• Provide technical assistance to technical teams for outputs and activities related to governance and health policy, planning, policy reform, systems strengthening, human resource development plans, and governance issues.
• Responsible for the ensuring the achievement of expected outcomes and quality review/assurance in the areas of governance and health policy and reform at the central level.
• As a member of the project senior management team, participate in annual reviews and project planning.
• Advise changes and improvements to Project Chief of Party.
• Ensure accurate and timely submission of all required technical reporting and deliverables for the governance and health policies component of the project.
• Contribute to brainstorming and development of research agendas and special projects related to improving health policy and governance.
• Other duties as assigned.
Qualifications Requises
Qualification requirements include the following:
• Masters Degree in Public Health, Public Affairs or other relevant field.
• 13-15 years of relevant professional experience with a Masters Degree, or 8-10 years with a Doctorate.
• At least five years of experience working with GOH officials on improving health governance and policy reform.
• Excellent writing, computer, management and organizational skills.
• Experience successfully managing staff.
• Demonstrated leadership skills.
• Strong interpersonal skills and communication skills, initiative, and good judgment.
• Ability to anticipate and solve problems.
• Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.

• Excellent verbal, written, interpersonal, and presentation skills in French and English;
• Working knowledge of Haitian Creole is highly desired.
