The portfolio of this office consists of five sectors: health infrastructure, ports, energy, land management, and water and sanitation.
The USAID Mission in Haiti is currently seeking an organized, motivated, results-oriented individual to assist the OIEE team in the implementation of its portfolio, with a focus on the electricity sector. The Energy Specialist leads USAID technical teams to design, plan and monitor activities in the infrastructure sector that involve electricity generation, transmission, distribution, and commercialization. In addition to overseeing the appropriate design and planning for these activities, the Energy Specialist manages implementation of the technical and project administration aspects of these activities to obtain results.
The Energy Specialist must also be conversant in the financial and legal aspects of public service delivery, system-wide network planning, and public-private partnerships for infrastructure construction and operation.
Fonctions
This position carries complex responsibilities that involve the facilitation of relationships between high-level governmental, nongovernmental, and private sector entities. The incumbent coordinates closely with officials of other U.S. Government agencies and with other non-U.S. development assistance organizations on matters related to infrastructure, engineering, and public service delivery systems. The incumbent helps to ensure that USAID/Haiti’s energy program design and technical and programmatic oversight takes into account Haitian priorities and perspectives. The incumbent travels for work occasionally.
Coordinates and implements OIEE energy-related activities. Develops design documents and other technical and engineering aspects of all project documents for accuracy and technical adequacy. Also assists the different technical teams of the Mission in the design and implementation of the technical analysis and project administration, construction management, and operation and maintenance components of any project. Serves as technical officer and represents USAID to the host-government and contracted technical consultants on matters relating to the planning, design and operationalization of electric power generation, transmission and distribution which may be developed within the USAID/Haiti program. Assists officials in formulating plans for undertaking these projects, and advises on cost-benefit analysis and other factors to be considered. Visits and assesses activities funded by USAID/Haiti and other donors that support infrastructure development to ensure financial and technical sustainability, adequacy of implementation of USAID programs, and complementarity with other donor investments.
Reviews project proposals that contain an energy system elements to ensure that they meet technical and managerial requirements necessary for the successful accomplishment of project objectives, including addressing the long-term maintenance and operations of structures and infrastructure. Prepares briefing papers on energy activities as needed by the Chief of OIEE, the Mission Director as well as any other senior USAID Officials. Represents USAID/Haiti at meetings in the infrastructure and energy sectors with senior GOH officials, donor organizations and implementing partners to assure that USAID’s program and activities are consistent with best practices. Ensures there is coordination and coherence of action in instances where one, or multiple, donors are involved.
Meets regularly with counterpart Ministries as well as other international organizations to ensure the integration of USAID/Haiti’s infrastructure programs with the GOH’s national development framework and programs.
Qualifications Requises
Requirements: Post Entry Training: Upon hiring, and depending on the schedule of training, USAID will provide the training required to become COR/AOR certified.
Education Requirements: A four-year university degree in Energy Systems or Technology, Power Generation and Renewables, Engineering, Energy Management from an accredited university is required.

Experience: A minimum of seven years of progressively responsible, documented experience in the power sector industry is required. The incumbent must have experience in planning, design, operations, contract administration, and contract management. A minimum of two years of experience managing international donor-financed projects is required
Job Knowledge: Must have an advanced knowledge of energy systems, and a comprehensive knowledge of both local and international energy sector, with a focus on electric utilities. Must have an advanced understanding of the electricity sector including generation plants, transmission and distribution infrastructure and standard protocol through demonstrated experience and education. Knowledge of public-private partnerships for public service delivery and knowledge of environmental management and mitigation is required
Skills: The incumbent must be experienced in managing energy programs in a complex political environment involving multiple stakeholders. The incumbent must have the ability to represent USAID in the technical areas of the energy sector and to interface with senior officials at both the USG and international levels in both written and oral communication. Ability to liaise and coordinate with senior representatives of the USAID, the U.S. Government, the Haitian Government and senior representatives of international donor organizations working in Haiti.
The incumbent must have substantial skill in preparing technical reports, specifications, and related materials in English. Ability to develop and maintain extensive high level contacts in counterpart Ministries and international donor organizations in engineering circles. Incumbent must show analytical ability and political sensitivity in addressing infrastructure program issues, whether with local private sector and particularly with government officials. Incumbent must keep abreast of the latest information on ongoing energy projects and be able to easily communicate such information to others, in written and verbal form.
The incumbent must be proficient in the use of computers, word processors, spreadsheets, and online file management systems such as Google Drive.
Language: Fluency (Level IV) in written and spoken French and English required. In addition, fluency (Level IV) in Spoken Haitian Creole required.
