Abt Associates is recruiting qualified candidates for positions in an upcoming USAID-funded opportunity in Haiti, the Improved Health Service Delivery Activity (IHSD). IHSD aims to support a stable Haiti by investing in health services, supporting the Ministry of Health in the delivery of quality health services and strengthening the health system. IHSD embodies strategic evidence-based strategies for Ending Preventable Child and Maternal Death and gender-based violence, respect for women and advancing to Sustainable HIV Epidemic Control, using data to make informed decisions and building local capacity to implement integrated health programs.
Fonctions
Under the supervision of the Chief of Party, the DCOP-Technical/Programs will serve as a member of the project’s senior management team, based in Port-au-Prince with frequent travel. The DCOP Technical/Programs is expected to be responsible for the internal team management as well as provide overall strategic leadership support to the Chief of Party.
Specific duties and responsibilities include the following:
• Provide managerial and technical support to the Chief of Party, assisting in areas including work planning, performance management, and strategic communications; serving as second in command to the Chief of Party.
• Assist Chief of Party in managing all aspects of staffing and creating/maintaining a clear organizational structure with specific roles, responsibilities and reporting lines.
• Develop partnerships with client, implementers, and stakeholders and foster coordination.
• Ensure the quality and consistency of the approach of the project objectives.
• Oversee technical staff, ensuring that activities are performed timely and accurately;
• Other duties as assigned.
Qualifications Requises
Qualification requirements include the following:
• Master’s degree and 15 years of experience, ideally in Administration or related area; or equivalent combination of education and experience;
• Strong knowledge of USAID rules, regulations, procedures and reporting requirements;
• Minimum of 8 years of experience working in the health sector and successfully managing a fast pace multi-disciplinary team to achieve development results;
• Minimum of 3 years of experience managing donor-funded projects from design to implementation to completion in developing countries (preferably in Haiti);
• Minimum of 3 years of experience managing a results-based financing program in public health;
• Professional experience interacting with U.S. Government agencies, host country governments, small NGOs, and other relevant stakeholders;
• Previous direct supervisory experience of professional and/or support staff;
• Excellent verbal, written, interpersonal, and presentation skills in French and English;
• Working knowledge of Haitian Creole is highly desired.
