Introduction

Abt Associates is recruiting qualified candidates for positions in an upcoming USAID-funded opportunity in Haiti, the Improved Health Service Delivery Activity (IHSD). IHSD aims to support a stable Haiti by investing in health services, supporting the Ministry of Health in the delivery of quality health services and strengthening the health system. IHSD embodies strategic evidence-based strategies for Ending Preventable Child and Maternal Death and gender-based violence, respect for women and advancing to Sustainable HIV Epidemic Control, using data to make informed decisions and building local capacity to implement integrated health programs.


Fonctions

Under the supervision of the Chief of Party, the DCOP-Operations will serve as a member of the project’s senior management team, based in Port-au-Prince with frequent travel.

Specific duties and responsibilities include the following:

• Provide managerial and technical support to the Chief of Party, assisting in areas including work planning, performance management, and strategic communications; serving as second in command to the Chief of Party.
• Assist Chief of Party in managing all aspects of staffing and creating/maintaining a clear organizational structure with specific roles, responsibilities and reporting lines.
• Develop partnerships with client, implementers, and stakeholders and foster coordination.
• Ensure the quality and consistency of the approach of the project objectives.
• Oversee operations, grant management, and administrative staff, ensuring that functions are performed timely and accurately;
• Direct and coordinate activities of personnel engaged on procurement materials, equipment, machinery, and supplies and ensure that purchases are made in line with USAID rules and regulations, accounting best practices and Abt Associates policies and procedures;
• Oversee Grants management to include grant development/submission - reviewing materials for proposals, and submitting and monitoring grant applications as well as reviewing and maintaining grant compliance and reporting.
• Ensure implementation of and adherence of Abt Associates Human Resources policies including compliance with national labor law;
• Ensure timely and accurate processing and documentation of project procurements following USAID regulations and Abt Associates policies;
• Other duties as assigned.


Qualifications Requises

Qualification requirements include the following:

• Master’s degree and 9 years of experience or Bachelor’s Degree and 12 years of experience or equivalent combination of education and experience.
• Strong knowledge of USAID rules, regulations, procedures and reporting requirements.
• Proven knowledge and experience managing an international project in a developing country with international and local staff.
• Advanced budgeting, financial analysis, and MS Excel skills required.
• Professional experience interacting with U.S. Government agencies, host country governments, small NGOs, and other relevant stakeholders;
• Previous direct supervisory experience of professional and/or support staff;
• Excellent verbal, written, interpersonal, and presentation skills in English;
