M&E Manager
We are currently seeking qualified candidates for the position of M&E Manager for the USAID-funded project, Epidemic Control among the Priority Populations (ECP2), under the President’s Emergency Plan for AIDS Relief (PEPFAR) program. ECP2 is a three-year project that is being implemented by Fondation SEROvie since February 2020 and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, and clients of female sex workers— and improve their enrollment and retention in care and treatment across the HIV cascade.
The M&E Manager will work closely with the Chief of Party and the technical Advisors in supporting the project to develop and implement robust M&E systems that generate high quality data for performance improvement.
Fonctions
Responsibilities:
• Conduct data quality assessments for high quality reporting
• Build capacity of Data reporting officers (DROs) from IPs or community-based organizations, through identification of technical assistance and training needs
• Coordinate technical assistance and training to sites in the areas of M&E and PEPFAR/USAID reporting
• Ensure timely submission of all required reports from implementing partners
• Oversee compilation of data and preparation of project reports when necessary (weekly, monthly, quarterly and annual)
• Oversee the development of appropriate analytical frameworks, and build staff as well as partner capacity in data analysis and use
• Work as part of a team to support the use of data from various sources to assess project performance and support performance improvement
• Assist with the identification, documentation, and dissemination of project experiences, lessons learned, and success stories
• Provide assistance for the development of electronic data management systems and data reporting on the national system (www.mesi.ht) and DATIM
• Supervise the Data associates.
Qualifications Requises
Qualifications:
? Master’s Degree or equivalent in International Development, Public Health, Economics, Statistics, Planning, Demography or a relevant field
? 5-8 years of experience in M&E, cross-sector innovations and Knowledge Management or related programming in developing countries or related context.
? Proven ability to work in partnership with other professionals and in the context of organizational alliances towards a common set of goals;
? Ability to support and advise non-specialist colleagues, communicate complex ideas clearly, facilitate learning and reflection activities.
? Ability to summarise, synthesise learning into plain written and verbal English and French, and contribute to high quality publications.
? Qualitative and quantitative research design and analysis skills.
? Computer skills in statistical and GIS software and Microsoft Office and other statistical software (STATA, SPSS, E-views….)
? Has ability to work on pressure, set realistic priorities, and plan for the successful implementation of activities.
? Understanding of DHIS2 and other reporting platforms
Conditions particulières
Preferred:
• Fluency in French and English is required
• Knowledge of the HIV/AIDS sector and key populations in Haiti
• Knowledge and understanding of national Health Management Information System (HMIS).
• Experience developing Monitoring and Evaluation systems for projects providing community-based services.
• Knowledge of statistics, epidemiology, research methodology, sampling, data collection and analysis.
• Experience conducting data analysis using Excel, Stata, EpiInfo or SPSS or other relevant software.
• Experience working with and reporting results to USAID/PEPFAR including USAID reporting requirements. Good understanding of PEPFAR Indicators
• Experience with training and other capacity building methods for HMIS
• Must be able to work with multi-disciplinary teams
• Excellent written and verbal communication skills with ability to synthesize information quickly.
