The Human Resources (HR) Specialist is the senior member of the 4-person HR team within the USAID/Haiti Executive Office (EXO) and supervises 3 HR Assistants. The incumbent works under the general guidance of the Deputy Executive Officer (D/EXO). S/he supports the Executive Office management team with all facets of personnel management for all categories of employees, including United States Direct Hires (USDH), Cooperating Country National Personal Services Contractors (CCNPSC), United States Personal Services Contractors (USPSC) and Third Country National Personal Services Contractors (TCNPSC). This position encompasses several HR topics including recruitment, contract management, performance evaluations, mentoring, training, allowances and benefits; administration and personnel records maintenance; and file organization.
Fonctions
The incumbent is the in-house expert on prevailing wage practices, local labor legislation and the Mission's Local Compensation Plan (LCP). The incumbent is responsible for planning, developing and implementing the full range of HR services related to USDH, CCNPSC, TCNPSC personnel that are required to meet the needs of the USAID/Haiti portfolio. Provides expert level technical expertise in CCNPSC personnel administration, including position classifications, benefits, entitlements, and updated processes. S/he will also serve as a resource to the D/EXO on regulations and processes regarding USPSC and TCNPSC personnel.

Qualifications Requises
Education: Minimum of a Bachelor’s degree in Education, Social Science Research, Statistics or related field is required from an accredited education institution.

Experience: A minimum of five (5) years of experience in HR management performing duties where emphasis was placed on HR processes, customer service, strategic planning and administrative management.
Job Knowledge: A comprehensive knowledge of host-country labor laws, as well as prevailing HR management customs and practices as they apply to compensation and employment benefits is required. A strong practical and theoretical understanding of professional HR principles, practices and terminology is also required. A sound understanding of financial resource management specifically related to salary negotiations and employment contract budgets is required. In addition, a demonstrated proficiency/knowledge of correct American English grammar, spelling, punctuation, sentence and paragraph structure is required in order to prepare required HR correspondence, documentation, reports, and relevant forms, etc.
Skills and Abilities: The ability to work effectively as a team member in a fast-paced dynamic environment and communicate with, and understand the needs of a wide range of clients; to anticipate client needs and/or concerns and assist in resolving pertinent HR issues when needed; to understand and apply Agency regulations and procedures for personnel relations, contract administration, travel, and budgeting; be a good listener, a team builder, and an articulate advocate of the Mission’s HR vision is required; extreme flexibility to manage more than one activity at a time in the performance of daily personnel management related actions and/or work effectively under pressure is essential; excellent organizational skills, diplomacy, tact, sound judgment and discretion and an interest in collaborative methods to maintain effective working relationships with all staff.
The incumbent must be a dynamic self-starter, able to organize, prioritize and follow through on all assignments with minimal oversight; strong proofreading skills; demonstrated skill to synthesize budgetary information as it directly relates to employment contracts; possess good analytical skills in order to make objective decisions and present them concisely. Must have exceptional oral and written communication skills; excellent computer skills in word processing and spreadsheet software and willing to learn new technology. Work requires the utmost discretion in handling human relations matters, and the ability to inspire confidence, resolve issues that arise and maintain confidentiality is required.
Language Proficiency: Level IV English and French fluency is required. (This may be tested)
