Introduction

The Education Program, Monitoring, Evaluation and Learning Advisor is member of USAID/Haiti’s Education Office. S/he will have significant experience in monitoring, evaluation and learning (ME&L), education program development and management, and will provide technical input to activities related to basic education and child development , ME&L, education system capacity building, systemic education reform, improvement of educational quality, teacher training and ensuring access to quality education for all Haitian children). The Education Program, Monitoring, Evaluation and Learning Advisor will play a leadership role in the design, management, ME&L of education activities that are in line with the principles of USAID’s principles for program design, project management and s/he will lead the office efforts in ME&L. S/he will conceptualize, define and support the development and implementation of contracts and grants, and other selected aspects of the education program under the supervision of the Education Office Director. S/he will work with the other Activity Managers/AORs/CORs in the education office.

S/he will together with the Education Office Director and Senior US Personal Service Contractor (USPSC) represent USAID’s education program with officials at the highest level of the Ministry of National Education and Vocational Training (MENFP) and collaborate with donors and civil society organizations to ensure effective coordination with other organizations promoting basic education in Haiti.

The Education Program, Monitoring, Evaluation and Learning Advisor will also provide guidance to other USAID offices on matters concerning ME&L of education activities, education and child development as related to their respective programs. The Job Holder will be required to perform work related travel on an occasional basis.


Fonctions

A. Program Monitoring, Evaluation, Learning (ME&L) and Reporting (40%):

. Provide day-to-day oversight and management of program performance to ensure program implementation achieves planned results. In collaboration with the Program Office M & E Specialist and implementing partners, develop performance monitoring, evaluation and learning systems and report on program performance in accordance with USAID reporting requirements.
. Coordinate the field monitoring activities of the three field monitors and ensure that their efforts feed into strengthening ME&L for the Education Office’s activities and reporting and strategically feeds into the Mission’s ME+L plan for the Strategic Framework.
. In consultation with the Program Office M & E Specialist, develop clear and concise ME+L plans.
. Measure implementation progress of activity contractor’s and grantees.
. Track, revise, and report on indicators of results for the USAID/Haiti education program and ensure that measurements of progress are accurate and clearly describe the objectives of the program and the results achieved.
. The Job Holder will be required to perform occasional work-related travel.
. Engage in regular project site visits with the field monitors to perform leadership duties, maintain contact with beneficiaries, and to monitor, evaluate and learn from activity implementation and progress.
. Prepare reports of field visits.
. Prepare progress reports as required and provide appropriate input for other reporting as required.
. Report on institutional, administrative and technical achievements of the MENFP and implementing partners, particularly as they relate to the goals and objectives of the USAID Mission, and alert USAID staff to issues and constraints negatively and positively affecting the implementation of USAID’s education portfolio.

Program Management 30%:

. Review annual work, activity and ME&L plans for comprehensiveness, clarity and adherence to the USAID/Haiti current strategies.
. Fulfill Activity Manager responsibilities for current awards that are evaluation focused, studies and one of the awards focused on improving learning outcomes. With CO permission become COR/AOR for future awards that are not yet designed.
. Draft annual Performance, Plan and Reports (PPRs), concept papers, statements of work, procurement documents, Congressional Notifications, reports, portfolio reviews correspondence, and other documentation as required.
. Plan and track obligations and expenditures in the program to ensure the timely flow of program funds.
. Collaborate with other USG personnel to manage external relations by responding, as appropriate, to inquiries from agencies at the U.S. Embassy, USAID/Washington, and the Department of State.
. In collaboration with the Office Director and Senior USPSC, keep partners informed of USAID assistance plans, implementation progress, and relevant USAID processes through regular communications and meetings.
. In collaboration with the Office Director and Senior USPSC, coordinate the agendas of short-term consultants and program visitors to Haiti.

B.Strategic and Program Planning (20%):

. Play a leading role in the operationalization of USAID/Haiti’s current strategies including design of education strategies for the mission, program results, and methods to define measure of achievement.
. Collaborate with the MENFP at national, departmental and district levels.
. Propose modifications to activity design or work plans when necessary to better achieve cross cutting results.
. Advise on soundness of education and training approaches being used in Mission portfolio.
. Build consensus around central issues among USAID staff in design, implementation, and ME&L efforts in areas

C. Relationship with MENFP and Donor Coordination (10%)

The Education Program, Monitoring, Evaluation and Learning Advisor will maintain independent, high-level contacts with key actors in the public and private sectors and other donor organizations to assure continuing current knowledge of sector developments and more effective programming. S/he will provide program oversight through regular communication and ME&L of program activities of implementing partners. The Advisor will play a leading role in building the capacity and leadership of the MENFP through developing and improving donor coordination and collaboration especially with regards to ME&L in the education sector. Among other tasks s/he will:

. In collaboration with the Office Director and Senior USPSC, maintain frequent interaction with the MENFP officials, inclusive of the technical divisions, to enable advisement and coordination of appropriate technical assistance especially in the area of ME&L.
. Participate actively in donor meetings to discuss and develop plans to improve collaboration and coordination between the Government of Haiti, donors, and implementing partners, including NGOs and civil society organizations (CSO’s).
. In collaboration with the Office Director and Senior USPSC, represent USAID at seminars, workshops and meetings and prepare reports on results, observation and conclusions.
. Provide CSO and donor representatives general information on the overall USAID education program.
. In collaboration with the Office Director and Senior USPSC, ensure effective coordination of USAID-funded activities with those of other donors working with the GOH.
. Identify opportunities and promote convergence and expansion of effective strategies and approaches that can expand coverage and quality of education services.
. Identify opportunities for potential public-private partnerships and develop these partnerships to improve education services.


Qualifications Requises

Education: Minimum of a Bachelor’s degree in Education, Social Science Research, Statistics or related field is required from an accredited education institution.

Prior Work Experience: At least five years of progressively responsible experience designing, implementing, managing, monitoring, evaluating, and learning (ME&L) of education or other development programs.

Post Entry Training: Education Overview Course; Effective Education Portfolio Management; Acquisition and Assistance Management for CORs/AORs; Performance Monitoring and Evaluation, Better Development Programming through Collaborating, Learning, and Adapting (CLA), Evidence for Education, Evaluation for Education Programs, Programming Foreign Assistance; Reading for Transformation: Strategies and Tools for Successful Early Grade Literacy Development, CyberAwareness Challenge, Security and Privacy Training.

Language Proficiency: Must be fluent in French and spoken Haitian Creole and demonstrate a Level 4 English proficiency in both writing and speaking.

Job Knowledge: Understanding of strategic approaches to ME+L of education projects, addressing international education issues including systemic education reform, effective teacher training and professional development, improvement of educational quality, community participation in basic education, access to education for out-of-school children and youth, educational technologies and formal and informal education modalities.

Skills and Abilities: Excellent leadership, communication and interpersonal skills are critical to this position. Ability to work both independently and in a cross cultural and multilingual team environment to achieve consensus on policy, program and administrative matters is a must. Strong computer and analytical skills. Ability to represent the education program internally and to external partners and donors is required. Willingness to conduct overnight site visits in rural Haiti. Must have proven ability to communicate quickly, clearly and concisely in all three languages– both orally and in writing. Demonstrated ability to comprehend and summarize reports, technical documents, and other forms of communications in these languages. Demonstrated ability to make sensitive oral presentations logically and persuasively to senior USG and GOH officials and other partners. Demonstrated ME&L, program management and problem-solving skills in a complex and highly sensitive environment is required. Proven ability to identify, promote and apply innovative concepts and strategies to improve education.


Conditions particulières

Supervision Received: S/he will work under the direct supervision of USAID/Haiti’s Education Office Director.

Supervision Exercised: Full supervision of staff is not contemplated.

Available Guidelines: The Automated Directives System (ADS) for U.S. operational policy; Federal Acquisition Regulations (FAR); Code of Federal Regulations (CFR).

Exercise of Judgment: Incumbent will exercise a high degree of professional judgment in evaluating sources of information, in determining the validity and reliability of data, analyzing, and interpreting data, assessing sensitivities, and in presenting conclusions and recommendations.

Authority to Make Commitments: Within the scope of the assignment, the incumbent advises the Haitian Government, private sector representatives, and USAID, as well as contractors and recipients, on courses of actions and anticipated outcomes. The incumbent's recommendations are accepted by the Supervisor in most cases. Within the scope of authority delegated, the incumbent may indicate to ranking counterpart officials that he/she will make a strong recommendation to USAID on a specific project issue or problem.

Time Expected to Reach Full Performance Level: One year.


Conditions de travail

Nature, Level, and Purpose of Contacts: The incumbent must be able to work effectively with a broad range of USG personnel and partners, school directors, teachers and students and have demonstrated skills in donor coordination and collaboration with civil society partners. For internal coordination and cross sectoral programming purposes, s/he will maintain contact with USAID/Haiti technical teams. S/he will work under the direct supervision of USAID/Haiti’s Education Office Director. The initial performance period of the contract will be one year with option for renewal according to funds availability and the staffing needs of USAID/Haiti.
