Introduction
HFHH is recruiting one (1) lead engineer for a new project. The Lead Infrastructure and Retrofit Coordinator will be responsible for the technical design, development, implementation and monitoring of HFHH infrastructure projects. He / She will be reporting to the Project Manager and in partnership with the Habitat Haiti project team (Project Manager, Community Development Coordinators, Contractors, Technical Staff, Procurement, Logistics). The project will be implemented in five communes, Great North, South, South-East, Nippes and Grand-Anse.
Fonctions
- Assist in the identification and development of technical options to maximize the positive impact of infrastructure projects
- Develop infrastructure project documentation as per donor specifications for approval, including, but not limited to: project overview, technical drawings, topographic data, geo-technical data, BOQs, social impact, intervention budgets, visual documentation, implementation Gantt chart
- Participate from a technical perspective in the review and evaluation of contractor proposals, budgets, capacity and work plans
- Establish and manage all operational details related to the implementation of infrastructure projects, ensuring that human and physical resources are in place to facilitate effective implementation
- Participate in the identification and delivery of infrastructure project in line with HFHH and donors requirements
- Track and hold accountable in-house implementation teams, community contractors and external contractors to budget, quality deadlines and compliance with HFHH policies (gender, protection…)
- Ensure quality control monitoring as per health and safety; material specifications; technical guidelines; environmental impact
- Prepare a weekly report on current activities/ work progress and submit them to the project manager with recommendations to address any bottlenecks
- Ensure good coordination / agreement with the municipality, UCLBP, MTPTC and Communities Council in the implementation of infrastructure projects
- Ensure that HFHH construction work is technically in compliance with Haitian Government key construction codes and guidelines
- Participate in discussions for the implementation of other activities related to structural / civil engineering and infrastructure in HFHH projects in Haiti
- Ensure that all project documentation is stored (physically and electronically) in the appropriate office location, liaising with the data collection unit
- When requested, represent HFHH in forum where constructions issues are discussed
- Make any other related duties as assigned by the Habitat Haiti management team
Qualifications Requises
- A Bachelor in Civil Engineering or equivalent;
- A Master's degree or equivalent in a construction field is an asset
- Minimum 5 years’ experience in the field of construction.
- Experience in supervision of project work in the office and on the field, experience in the administration of construction contracts
- Analytical skills, coordination and negotiation.
- Ability to work according to the rules and procedures established by the organization
- Ability to work under pressure and act proactively
- Experience working objectives, facilities to monitor performance and take corrective action if necessary
- Ability to interact, to establish and maintain good working relationships with employees.
- Good communication skills
- Master oral and written French and English.
Conditions de travail
- 100% On Site Project, This position will be based in les Cayes with regular trip to other HFHH project areas and Port-au-Prince upon approval.

Autres remarques
The suitable candidate for this position should have a technical civil engineering background and extensive experience in selecting, managing and holding commercial contractors to budget / timelines for significant infrastructure projects and have technical proposal writing skills. The candidate should also be detail oriented; able to manage multiple projects at the same time; foster a working relationship with local communities; and able to manage problems and challenges as they occur.
