Introduction

NRECA International is managing and operating a 10MW HFO-diesel power plant in the north of Haiti. Funded by the U.S. Agency for International Development in partnership with the Government of Haiti, the Pilot Project for Sustainable Electricity Distribution power utility provides modern electricity services to the Caracol Industrial Park where it is located, and the surrounding communes. Currently, PPSELD has around 14,000 clients and 270 km of distribution lines.

The PPSELD Administration Haitian team is led by the Administration Manager whose principal responsibility is to provide leadership and has the highest responsibility to manage the administrative activities of PPSELD. The Administration Advisor will provide guidance and support to perform and accomplish all the responsibilities of the Administration Department (AD). This position involves the application of comprehensive knowledge of administrative, financial and accounting procedures and the supervision of local staff and, providing oversight of all activities related to the AD of the electric utility.

The tasks and responsibilities of the PSELD-T Administrative Advisor include, but are not limited to:

DUTIES AND RESPONSIBILITIES

The PPSELD Administration Advisor shall be responsible for the following duties:

• Providing leadership to AD employees at PPSELD.
• Oversee the performance of AD employees at PPSELD.
• Develop and monitor operating, maintenance and capital budgets of PPSELD.
• Review, revise and oversee implementation of effective policies and procedures to support decision-making for all facets of AD operations and management.
• Develop and implement operational directives required to enforce all PPSELD policies and procedures and ensure the protection of PPSELD assets.
• Oversight of PPSELD human resources management, warehousing, security, information technology support (data processing support).
• Meet on regular basis with the NRECA’s Chief of Party, PPSELD General Manager and other managers to review PPSELD performance.
• Prepare and submit administrative reports to the NRECA’s Chief of Party and the General Manager as required.
• Perform other duties as assigned by the NRECA Chief of Party or PPSELD General Manager as required.
• Provide guidance and support to implement principles of supervision, training and performance evaluation.
• Provide guidance and support to plan, assign, direct, review and supervise the work of employees and provide proper instructions in a manner conducive to improve performance and keep high morale.
• Provide guidance and support to review, prepare and present technical, financial and other complex reports.
• Provide guidance and support to establish and maintain effective working relationships.
• Provide guidance and support to express and communicate, concepts and information, clearly and concisely, both orally and in writing.
• Provide guidance and support to apply and enforce office management procedures and legal policies.
• Provide guidance and support to disseminate a great behavior and attitude to problem-solving and develop analytical, technical and numerical abilities.
• Prepare, guide and support to prepare: Procurement documents, PO’s, Comparison Charts and follows the purchase process of materials, fixed assets and equipment required.
• Prepare, guide and support for the elaboration of the contracts of rents for properties, PO’s for good or services and take care of the good execution
• Support, guide to keep the control of movements of every asset, who is responsible and where is it.
• Prepare employees, consultants and contractors’ contracts to put under consideration of COP.
• Supervise, review and keep control of personal files of the employees hired for PPSELD.
• Supervise, guide and support for daily control of the personnel's attendance.
• Review, guide how supervise the collection of timesheets from all staff and reviews timesheets for time charging accuracy.
• Review guide and support to keep control of vacations, compensations, medical leave, etc.
• Review of the benefits to the finalization of the contracts to introduce them to the COP for approval.
• Manage all the Insurance Policies taken for LTD and/or PPSELD
• Review, report and follow up according to the conditions of our insurance policies.
• Review, guide, and make sure that all the necessary equipment, materials, vehicles and personnel are under an insurance policy.
• Supervise, control guide and support on collections activities. Cross information with commercial, department and bank statements.
• Supervise and allocate payments, payroll, taxes DGI, OFATMA, ONA etc. on Quick books.


Qualifications Requises

MINIMUM QUALIFICATIONS
• Must possess a degree in Business, accountancy or related areas.
• Must have ten (10) years of experience working in local or international Companies.
• Two (2) years of experience working for international companies and/or projects financed from abroad.
• Five (5) years of experience in a management position.
• Must have two (2) years of experience managing, overseeing and handling the procurement of materials and services from abroad.
• Good working level skill in French and English (or Spanish) is required.

Conditions de travail

Full-time assignment working on the schedule defined by the PPSELD / NRECA International Department and during the course of this assignment, the Administrative Advisor will report to and be under the technical supervision of the NRECA Chief of Party.
