Organizational Profile
Partners In Health (PIH) is an international health organization relentlessly committed to improving the health of the poor and marginalized. PIH partners with local governments to build local capacity and work closely with impoverished communities to deliver high-quality health care address the root causes of illness, train providers, advance research, and advocate for global policy change.

PIH currently has implementation programs in Haiti, Rwanda, Lesotho, Liberia, Kazakhstan, Malawi, Peru, Mexico, Russia, Sierra Leone, and Navajo Nation. Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world.

Zanmi Lasante (ZL), as PIH is known locally in Haiti, is a health care organization committed to improving the health of the poor and marginalized in Haiti. ZL partners with local communities and the Haitian Ministry of Health (MSPP) to deliver high-quality public health care, addressing the root causes of illness, train the health care workforce, advance research, and advocate for increased national investments in the health system. ZL’s philosophy is rooted in sustainability and capacity building with the idea that the most powerful means of providing rights-based health care to patients is through leveraging a country’s public health system.

Today, with a team of over 6,200 Haitians, including over 2,000 Community Health Workers (CHWs), ZL supports 12 public health facilities and is one of the largest health care providers in Central Haiti, serving an immediate catchment area of 1.3 million across the Central Plateau and the lower Artibonite.

Project Title:
Reinforcing HIV Clinical Services within a Network of Public Health Institutions in the Central Plateau and the Lower Artibonite of Haiti under the President's Emergency Plan for AIDS Relief (PEPFAR)

Project Summary:
Despite significant advancements, Haiti remains burdened with an HIV prevalence rate of 1.7%, and the highest rates of TB in the Western Hemisphere. To continue progress towards epidemic control, Partners in Health/Zanmi Lasante (PIH/ZL) proposes to build upon its successes in providing high-quality HIV and TB programming in rural Haiti. The purpose of this program is to continue facilitating access to integrated, comprehensive, high-quality clinical and community-based HIV and TB prevention, care, and treatment services within a network of 12 health facilities in the Central Plateau and Lower Artibonite. The program will be carried out in alignment with three primary objectives for our network of public health institutions currently serving more than 1.3 million residents in our catchment area: 1) to provide quality HTC and PMTCT services; 2) to provide quality pediatric and adult HIV care and treatment services; and 3) to provide TB prevention, diagnosis, and treatment services.

Position Overview:
The Senior Monitoring and Evaluation Manager leads and manages the daily operations of PIH/ZL’s PEPFAR reporting, troubleshoots electronic data systems issues to meet both internal and external information requirements. S/he works collaboratively with other departments (especially the clinical team) to develop plans for continuous, evidence-based performance improvement and organizational learning and ensures the accurate and timely communication of results to CDC/PEPFAR. A central part of this role will be to ensure that ongoing changes and improvements to PIH’s electronic medical records systems fulfill all PEPFAR reporting and program management requirements.

Major responsibilities:
• Guide the development and management of ZL/PIH’s strategic information systems to better meet all CDC/PEPFAR reporting requirements
• Support the HIV Data Manager and data team to ensure data quality, accuracy and timeliness for PIH/ZL’s HIV program;
• Provide regularly updated reports on the status of implementation against the project goals and objectives to the Project Director, and other key partners as required and conduct regular data audit across all supported facilities
• Provide supportive supervision, coaching and mentoring to Strategic Information team members
• Facilitate periodic inter-departmental meetings among the Clinical, Informatics, and Strategic Information departments to coordinate information sharing, discuss information needs and challenges, and define requirements for updating systems to reflect evolving priorities
• Represent ZL/PIH’s M&E unit in CDC/PEPFAR-related meetings and technical working groups
• Demonstrate the capacity to provide the technical team with accurate data that facilitate the writing of the narrative of PEPFAR Periodic reports.
• Collaborate with the PEPFAR project team in identifying project activities, processes, and/or outcomes that are worthy of documentation, and design a system for capturing lessons learned and best practices.


Qualifications Requises

• Master’s degree or equivalent experience in public health, epidemiology, statistics or related field, with demonstrated emphasis on a database or other information management
• Minimum three years in leading/managing health-focused M&E or strategic information initiatives and teams, preferably in HIV/AIDS programming
• Experience with CDC/PEPFAR programs, reporting, and M&E systems
• Knowledge of epidemiology, health services provision, HIV programs and M&E standards in Haiti
• Expert knowledge in the development of health information management systems (methods, applications, and evaluation design)
• Superior ability to analyze program monitoring data, draft reports, and present findings
• Proven ability to manage tight timelines and shifting priorities and deadlines
• Fluent in English, French, and Haitian Creole; excellent oral and written communication skills
• Strong interpersonal, facilitation and team-building skills
• Perform additional related monitoring and evaluation tasks as per the request of the supervisors.

PREFERRED
• Familiarity with OpenMRS electronic medical record system platform and its implementations in Haiti (e.g., iSantePlus)
• A participatory management style and strong mentorship and supervisory skills
• Experience training teams on health information and monitoring systems
