Introduction
PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps established a country program in Haiti in response to the January 2010 earthquake. Mercy Corps is focused upon long term development and supports economic development and resilience in rural and urban communities. Mercy Corps’ programming and portfolio size expand and contract depending upon availability of funds, necessitating a flexible and responsive finance department. Past and present funders include American Red Cross, OFDA, USAID, Barr Foundation, UN agencies, and private funds.
The Logistics Department in Haiti is committed to implementing and maintaining the highest standards of efficiency and integrity in the purchase of goods and services, warehousing, fleet and asset management. The overriding objective for all Mercy Corps procurement and logistics activity is the prompt and effective provision of materials and services to Mercy Corps’ beneficiaries in compliance with donor specifications.
GENERAL POSITION SUMMARY:
The Logistics Manager is a key member of the Mercy Corps Haiti team and is responsible for management of procurement, fleet, warehousing and asset control. She/He will work closely with Program, HR/Administration and Finance departments to ensure operations and delivery of goods and services to our beneficiaries
Fonctions
ESSENTIAL JOB FUNCTIONS:
Procurement- Procurement is efficient and in compliance with required policies and procedures. This includes but is not limited to:
• Oversight of Mercy Corps procurement staff and activities to ensure that the procurement department in
Mercy Corps Haiti supports the programs efficiently and in compliance of Mercy Corps and donor regulations.
• Knowledge of Mercy Corps procurement policies and procedures is current and transferred to other staff.
• Procurement files (electronic and hard copy) in all Mercy Corps Haiti offices are complete and well-organized.
• Mercy Corps procurement management tools are implemented in accordance with Mercy Corps requirements, including accuracy and timeliness.
• Represent Mercy Corps with contractors, vendors and service providers to ensure timely provision of goods and services and quality standards are met.
• Planning and communication with other teams and departments is sufficient to ensure the smooth function of procurement processes and minimal procurement “emergencies” or deviations from procedures.
• Coordinate with the Finance Department to ensure that payments to vendors are made on-time and without any unnecessary strain on the financial systems of Mercy Corps.
• Verify market prices for frequently purchased goods and other randomly selected items to ensure Mercy Corps Haiti is paying market rates for goods and services.
Transport Management: Transportation of staff and goods is carried out efficiently and safely.
• Ensure that scheduling of drivers and vehicles meets programmatic and operational transport needs in PaP and to the field
• Ensure that drivers are trained on and adhere to Mercy Corps rules and regulations for drivers and vehicle use.
• Verify that all Mercy Corps vehicles are road-worthy and safe and that relevant toolkits and first aid kits are on board.
• Verify that all vehicles/motorcycles are maintained and serviced on a regular basis and that major repairs are done in a timely manner.
• Ensure vehicles’ insurance and registration as per local law and Mercy Corps policies.
• All vehicles have proper on-board vehicle documentation and complete vehicle files.
• Monthly vehicle usage reports are accurate and prepared on time for submission to finance. Provide support to staff involved in a traffic accident from the moment of the accident through the documentation and follow-up of the incident; this includes any required notification to HQ. All goods have a proper manifest for transfer of goods and waybills
• Initiate recruitment of drivers with HR and lead the selection and testing of candidates. Supervise the fleet team ensuring that Mercy Corps performance management process are followed including but not limited to regular performance reviews, staff development, and leave management.
Assets: All Mercy Corps assets are properly inventoried and maintained.
? Ensure the maintenance of a proper inventory of all equipment and furniture belonging to the Mercy Corps Haiti program.
? Implementation of asset tracking system including use of asset tags, movement of assets and upkeep of an asset
Register.
? Ensure all assets purchased for MC Haiti’s use are properly marked upon receipt and/or transfer.
Warehousing: If Mercy Corps Haiti requires warehousing of goods, warehousing will be in compliance with Mercy Corps and donor standards and regulations.
? Ensure proper logistics paperwork is completed including Goods Received Notes, Waybills, Store Requisition
Forms, Stock Records, Bin cards and authorized store release documentation
? Ensure appropriate storage of items in the storage room and provision to program and operations staff as needed
? All goods are properly accounted for from the point of sale through the delivery to the final destinated.
Security: Ensure that Mercy Corps staff and operations are operating with the maximum amount of safety and security possible.
• Knowledge of security situation and factors impacting the situation is up to date and communicated appropriately.
• Make recommendations on any changes to the security level, procedures, or precautions.
• Represent Mercy Corps at interagency security meetings.
Leadership: Leadership and direction provided to the Mercy Corps Haiti team and program.
? Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not
jeopardize its humanitarian mission in Haiti
? Participate in Leadership team, identifying issues that need to be addressed and proposing solutions.
? Contribute to the development of the country program strategy and annual work plan.
? Serve as acting Country Director as requested.
? Demonstrate flexibility and willingness to meet the priorities and needs of the country program.
ACCOUNTABILITY:
Accountable for following Mercy Corps Field Policy and Guidelines, Mercy Corps Code of conduct regarding procurement activities and Mercy Corps Conflict of Interest policy.
REPORTS DIRECTLY TO: Country Director
WORKS DIRECTLY WITH: Country Director, Procurement Officer, Procurement Assistant and co-ordinates with Mercy Corps program and operations staff regarding operations planning and activities.
Qualifications Requises
KNOWLEDGE AND EXPERIENCE:
• Degree in a relevant business field or at least 6 years of relevant work experience
• 5 years of experience in large scale supply chain management, business management or relevant NGO experience
• Strong organizational skills;
• Ability to work effectively with international and national personnel.
• Have an excellent oral and written French, English and Creole preferred
• Have high level computer skills on MS Office programs.
• Demonstrated ability to multi-task and process information into action as to not delay program activities.
• Demonstrated understanding of procurement ethics and donor compliance is essential.

Good spoken and written French and English, computer literate and strong organizational skills.
