Implementation of M&E and coordination:
Assist in the implementation of the M&E activities of the Project.
Assist the Program Managers in creating tools to monitor the project activities on a regular basis.
Conduct regular supervisory field visits for data quality check.
Review the quality of data (i.e., accuracy, completeness, timeliness and confidentiality) received from sub-reporting levels (e.g., service points).
Control for data quality when data from paper-based forms are entered into a computer (e.g., double entry, post-data entry verification, etc).
Support project progress reporting, project mid-term review and final evaluation.
Identify areas where technical support to project partners is required and organize refresher training on M&E for partners as required.
Identify lessons learned and develop case studies to capture qualitative outputs of the project.
Provide advice to the supervisor on improving project performance using M&E findings.
Communication:
Assist the Program Managers in preparing periodic reports on project progress.
Produce monthly reports on M&E findings and prepare presentations based on M&E data as required.
Provide the Program Managers with management information they may require.
Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action.
Perform other duties as may be assigned by the M&E Director
Qualifications Requises
First level university degree in statistics, informatics, economics, or a related field.
Advanced certificate in M&E, public health preferred.
Minimum of three (3) years of professional experience in the design and implementation of M&E in development projects.
Experience in designing tools and strategies for data collection, analysis and production of reports.
Experience with data quality assessments and oversight.
Experience in managing and providing training to partners and target beneficiaries.
Experience in data processing and database management (from data capturing to data analysis for decision-making). This should include high level knowledge in the use of database management software (e.g. preferably, MS Access, SQL-Server and/or other), SQL, MS Excel, and data analysis software (e.g. SPSS, R, Python and/or other). Experience in the use of PDAs will be considered an asset.
Ability to facilitate and serve as project liaison for externally-managed evaluations.
