Organizational Profile
Partners In Health (PIH) is an international health organization relentlessly committed to improving the health of the poor and marginalized. PIH partners with local governments to build local capacity and work closely with impoverished communities to deliver high-quality health care address the root causes of illness, train providers, advance research, and advocate for global policy change.

PIH currently has implementation programs in Haiti, Rwanda, Lesotho, Liberia, Kazakhstan, Malawi, Peru, Mexico, Russia, Sierra Leone, and Navajo Nation. Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world.

Zanmi Lasante (ZL), as PIH is known locally in Haiti, is a health care organization committed to improving the health of the poor and marginalized in Haiti. ZL partners with local communities and the Haitian Ministry of Health (MSPP) to deliver high-quality public health care, addressing the root causes of illness, train the health care workforce, advance research, and advocate for increased national investments in the health system. ZL’s philosophy is rooted in sustainability and capacity building with the idea that the most powerful means of providing rights-based health care to patients is through leveraging a country’s public health system.

Today, with a team of over 6,200 Haitians, including over 2,000 Community Health Workers (CHWs), ZL supports 12 public health facilities and is one of the largest health care providers in Central Haiti, serving an immediate catchment area of 1.3 million across the Central Plateau and the lower Artibonite.

Project Summary:
Despite significant advancements, Haiti remains burdened with an HIV prevalence rate of 1.7%, and the highest rates of TB in the Western Hemisphere. To continue progress towards epidemic control, Partners in Health/Zanmi Lasante (PIH/ZL) proposes to build upon its successes in providing high-quality HIV and TB programming in rural Haiti. The purpose of this program is to continue facilitating access to integrated, comprehensive, high-quality clinical and community-based HIV and TB prevention, care, and treatment services within a network of 12 health facilities in the Central Plateau and Lower Artibonite. The program will be carried out in alignment with three primary objectives for our network of public health institutions currently serving more than 1.3 million residents in our catchment area: 1) to provide quality HTC and PMTCT services; 2) to provide quality pediatric and adult HIV care and treatment services; and 3) to provide TB prevention, diagnosis, and treatment services.

Position Overview:
Partners In Health/Zanmi Lasante seeks a seasoned and experienced Project Manager for a multi-year PEPFAR funded health initiative in Haiti. This position will be based in Haiti, with travel required within the various project sites. The five-year project (currently in its fourth year) aims to support the direct delivery of integrated HIV and TB clinical-based services in the Central Plateau and Lower Artibonite of Haiti. Under the direction of the DGPM and in close collaboration with Chief Of Party, the Project Manager will be the lead administrative point person for the project, responsible for coordinating among the many teams involved in the project to ensure day-to-day project implementation. The Project Manager will manage budget development, reporting, and other key communications with the CDC.

Major responsibilities:
Donor Communications and Reporting, Compliance & Deliverable Development:
• Draft and edit requests for continued PEPFAR funding, interim progress reports, Country Operational Plans, scopes of work and any other written deliverables/narratives requested by the funder, for review by project leadership;
• Work with the Programs, MEQ, and Finance teams to develop content for narrative, indicator, and financial deliverables
• Collaborate with project leadership to ensure that all deliverable requirements are met and timelines followed;
• Coordinate with ZL and Boston finance teams to ensure that record-keeping is accurate and financial reports are correct, complete and timely submitted;
• Liaise with Haiti and Boston Programs, Finance, and Procurement teams to ensure compliance with the award terms and conditions;
• Perform other relevant duties as needed.
• Supervisory Relationships: DGPM, Chief Of Party, Finance Manager, Senior M&E Coordinator, Technical supervisors, and coordinators.
Project Implementation Assistance:
• Provide accompaniment, including detailed planning and direction when necessary, to Zanmi Lasante staff in implementing PEPFAR project activities according to the funder-approved plans and budget and the strategic direction of project leadership;
• Coordinate the various project teams, including technicians, specialists, administrative and operational personnel at multiple sites to work in unison to complete project deliverables and to ensure the quality of health service delivery in the areas of HIV/AIDS and TB/MDRTB;


Qualifications Requises

Qualifications
• Master’s degree required (in Public Health or relevant field).
• At least 10 years of experience and demonstrated track record in the administrative management of US Government-funded development/global health projects.
• Excellent communication and writing skills: the ability to articulate ZL’s mission, project objectives and resource needs persuasively to funders.
• Excellent organizational skills: ability to manage complex projects from creation to completion, plan and prioritize multiple deliverables, and coordinate teams to meet deadlines.
• Knowledge of and experience with USG Uniform Guidance rules and regulations strongly preferred
• Excellent attention to detail in all work.
• Proven experience in managing HIV and TB projects, an asset
• Ability to work under pressure and in a multicultural environment
• Ability to travel approximately 30-40 percent of the time is required: regular travel to PIH/ZL health facilities to facilitate interaction and synthesis of the grantmaking programs is required. Occasional international travel to participate in global or regional conferences and/or meetings as requested.
• Advanced Word, Excel and PowerPoint experience
• Fluency in speaking, reading, and writing both English and French is required. Professional level in Haitian Kreyol a plus.
