Introduction
NRECA International manages and operates a 10 MW HFO diesel power plant in the northeast of Haiti. Funded by the United States Agency for International Development (USAID) in partnership with the Government of Haiti, the pilot sustainable electricity distribution project (PPSELD) provides modern electrical services to the Caracol industrial park where it is located and to surrounding municipalities. Currently, PPSELD has approximately 14,000 customers and 270 km of distribution lines in five (5) Municipalities and two (2) Departments.
Fonctions
The PPSELD Commercial and Customer Service Manager’s duties and responsibilities include but are not limited to:
1) Overseeing all commercial and customers service activities, including reading, billing, collections, registration of clients, customer support, complains, etc.
2) Approve the meter reading schedule and oversee the meters reading procedure.
3) Approve the billing schedule and oversee the billing activities ensuring all accounts are properly billed according to billing schedule, seeking to maximize the use of available resources and the quality of these activities.
4) Monitor performance of all operations at district offices, and collection contractors, seeking to maximize collections, ensuring collections are safety and properly deposited in the bank accounts, and payments are correctly attributed to customers, managing the available staff and resources for these objectives to be accomplished.
5) Review daily the collections reports.
6) Oversee all customer service activities, seeking to maximize the quality of the service provided to the customers and they are carry out, either to regular or VIP/large customers,
7) Approve all communications to be sent to the clients.
8) Oversee disconnection and re-connection activities ensuring all non-paying customers are disconnected and all re-connection request are carry out properly and timely, maximizing the use of the amiable resources.
9) Carry out special and specify tasks in the Customer Information System that require manager’ approval, such as tariff updates, setting up of user’s privileges and application parameters, setting up street light surcharges, oversee the non-disconnection list, etc.
10) Receive and manage new application request process for large or special consumers, interacting with Engineering Department and other departments for the design and interconnection of these potential customers;
11) Manage and oversee public lighting, including agreements with municipalities, street light databases, new installation or maintenance request, ensuring consumption of street lights is properly estimated and billed;
12) Develop, review, and oversee implementation all agreements with local institutions including police, municipalities, etc;
13) Prepare all monthly, weekly and daily reports regarding commercial service activities and their performance, and other on-demand reports requested;
14) Manage staff from the Commercial Service Department, including hiring, approving timesheets and time off requests, carry out periodic performance evaluations and recommendations, request overtime, etc;
15) Administrate and oversee the resources assigned to the department, such as vehicles, tools, office consumables, etc, ensuring the staff has the resources to carry out their work;
16) Oversee and submit for approval all expenditures requests for staff and resources needed for the operation of the department, seeking for maximize performance while minimizing expenditures;
17) Develop and review all policies and procedures for the department;
18) Develop budget for the operations of the commercial service department aimed to achieve the objectives and indicators for the department, submit them for approval and monitoring their execution;
19) Hold regular meetings with other departments to discuss performance and issues affecting the commercial service department (or other departments when commercial service activities are involved), implement and propose initiatives for improvement, and support other company wide initiated being implemented;
20) Perform other duties as assigned by COP or General Manager;
21) Comply with all policies and procedures as established by PPSLELD;
22) Hold regular meetings with local authorities and special costumers to improve the good relationship and explain the mission, benefits for the costumers and needs of the project, as well to solve any complain or need from them.
Qualifications Requises
1) Must possess degree in Engineering or Business;
2) Must have 4 years of experience in electric utility business or similar environment;
3) Must have experience managing commercial departments, billing, collections;
4) Good working level skill in English is required, Spanish can be considered;
Conditions particulières
SUPERVISION
Commercial and Customer Service Manager will report to and be under the technical supervision of the NRECA Chief of Party and or General Manager. The Haitian Citizenship is required.

This will be a full-time assignment working on the PPSELD calendar as defined by PPSELD project management.
