Introduction

Named after the light-giving spell in Harry Potter, Lumos is an international children’s organisation founded by J.K. Rowling in 2005. We have a bold mission: to have a world without institutions and orphanages by 2050. Building Enduring Systems to End Trafficking in Haiti (BEST) project is a four year project started in May 2019 to support the efforts of the Government of Haiti to fight against trafficking in persons. The project has a budget of USD 6.7million - co-funded by the US Agency for International Development (USAID) and Lumos Foundation. The main objectives of the BEST project are to build capability of the Government of Haiti to implement and enforce the anti-trafficking law passed in the country in 2014, and ultimately protect the dignity and human rights of trafficking victims and children at risk of trafficking through prevention and coordinated protection work, as well as creation of an enabling environment for prosecution and conviction of traffickers. The project takes an evidence-based approach for programming and will work closely with partners at national and local levels to ensure interventions are rooted into the existing systems in Haiti. At the national level, the project works with the Government of Haiti, in particular, the National Anti-Trafficking Committee (NCTC). The project is implemented in partnership and with the expertise of Catholic Relief Services (CRS) in Haiti and International Association of Women Judges (IAWJ), operating through their local chapter in Haiti. In addition, Lumos seeks to support local civil society organisations (CSOs) as part of a collective impact approach to achieve the project objectives.


Fonctions

Job Purpose:

Lumos seeks to recruit a Monitoring, Evaluation, and Research (M&E) Coordinator based in Port-au-Prince within the “Building Enduring Systems to End Trafficking in Haiti (BEST)” project. This is an exciting mid-senior M&E and Research post leading on all aspects of monitoring, evaluation, and research work for the project.

The incumbent will work under the immediate supervision of the Deputy Chief of Programme based in Port-au-Prince. In parallel, he/she will receive technical guidance and backstopping support from the head office in London. In particular he/she will work closely with the members of Lumos Evidence Unit including Data Analysis Manager (London based) and Senior Programme Officer (London based) who is the BEST focal point in the head office.

In addition, the incumbent will work in close collaboration with national stakeholders, implementing partners (CRS and IAWJ), local CSOs, and other relevant Lumos staff to facilitate the highest technical integrity for the project.


Qualifications Requises

Person specification:
Essential:
• At least 5 years of experience in managing and leading MEL activities through designing theory of change, results/ logical frameworks; developing and implementing data collection instruments; and undertaking quality assurance and analysis of data to enable effective and efficient use of data for programming. At least some of the minimum 5 years experiences should be related to managing MEL activities for USAID funded projects.
• Master’s degree in information management, social sciences, statistics or other relevant disciplines (or 2 years of additional experience needed in lieu of Master’s degree).
• Extensive experience of managing coordination of MEL activities across multiple organisations and stakeholders.
• A strong commitment to children’s rights and international development.
• Advanced research and evaluation study design skills, with the ability to adapt and apply rigorous scientific methods to fit diverse systems, contexts and populations.
• Ability to use appropriate theory and logic to underpin evaluation design.
• Attention to detail, and ability to critically appraise evidence for accuracy and validity.
• Strong knowledge and experience of a broad range of qualitative and quantitative research methods.
• Self-starter with strong initiative, excellent organisational skills and the ability to deliver projects on time and to a high standard.
• Excellent communication skills, with strong command of spoken and written French and English.
• Expertise in using Microsoft Word, Excel and PowerPoint.
• Skilful team manager especially, with excellent interpersonal and communication skills, and ability to collaborate and influence colleagues and stakeholders at all levels.
• Commitment to applying high standards in data protection and research ethics.

Skills:

• Able to represent Lumos credibly at the highest levels in relationships with external contacts, especially those representing national government stakeholders or other institutions.
• Good interpersonal and communication skills, and ability to work with a wide variety of contacts
• Highly organised, with an aptitude in planning effectively to meet deadlines, and an ability to work on multiple tasks at the same time

Knowledge:

Experience:

• Experience of leading and managing multi-disciplinary teams to meet or exceed delivery targets and achieve client satisfaction,
• Extensive experience in operational management both on a strategic and day-to-day level.

• Relevant experience in a similar working environment

Desirable:
• Experience of conducting research fieldwork in Haiti or similar setting.
• Strong quantitative skills with the knowledge and or experience of quality-assuring random sampling strategies, impact evaluation methodologies (e.g. randomised control trials, and or other quasi-experimental methods)
• Experience of qualitative research using ethnographic and participatory research methods
• Knowledge or experience of international development, social work, child health, education, law or children’s rights
• Knowledge of orphanage trafficking
• Experience of working with international NGOs.
• Proficiency in the use of data analysis software such as NVIVO, SPSS, STATA or R
• Experience of managing web-based M&E system
• Experience of mobile-based data collection applications.


Conditions particulières

Objectives:
• Coordinate and lead all M&E related activities for the project by establishing effective relationships with: Lumos technical leads (i.e. Deputy Chief of Programme and Victim Service Manager); partner technical leads and M&E officers (CRS and IAWJ);and other relevant staff.
• Lead the implementation of Monitoring, Evaluation & Learning (MEL) Plan, including design and operationalisation of relevant data collection instruments; database management; coordination and capacity-building of Lumos staff and partner organisations on M&E to ensure reliable and consistent data for the project.
• Support and feed into the compilation of periodic progress reports due to the funder through establishing data systems to ensure a data feed from all relevant focal points and quality-assuring all aspects of the donor reporting, in particular of programme data. The work includes periodically updating project progress onto USAID web-based M&E system.
• Provide support and liaise with the relevant Lumos and partner colleagues in the project and wider Lumos team.
• As advised by line manager, provide substantive support or lead technical aspects of key research and evaluation work of the project, including drafting terms of reference, managing consultancy, advising on research constructs and sampling / collection designs, and undertaking data validation and analysis.
• Design and implement annual data quality assessment (DQA) exercises as per the USAID DQA standards.
• Lead the refinement and as needed revision of MEL Plan to reflect the evolving operational context in Haiti and in accordance with USAID’s guidelines.
• Ensure collection, validation, consolidation, and analysis of qualitative and quantitative data and identify new data needs to continuously improve overall data management capacity and efficiency of the project.
• Help to nurture a culture of learning and continuous improvement through the implementation of MEL plan.
• Work closely with members of Evidence Unit, Lumos to ensure project information feeds into Lumos’ organisational level efforts to generate evidence on trafficking.
• Provide technical assistance to the project management team for the interpretation and efficient use of data in decision-making.
• Other tasks related to the research, as advised by line manager.
