Introduction
NRECA International manages and operates a 10 MW HFO diesel power plant in the northeast of Haiti. Funded by the United States Agency for International Development (USAID) in partnership with the Government of Haiti, the pilot sustainable electricity distribution project (PPSELD) provides modern electrical services to the Caracol industrial park where it is located and to surrounding municipalities. Currently, PPSELD has approximately 14,000 customers and 270 km of distribution lines in five (5) Municipalities and two (2) Departments.
Fonctions
ELECTRICITY DISTRIBUTION
a) Manage, plan, lead and supervise the operation, maintenance and construction activities of PPSELD distribution networks.
b) Organize and assign the crews for the design, operation, maintenance and construction activities of PPSELD.
c) Prepare the budget of the department, including annual programs of the distribution network expansion, operation and maintenance.
d) Respect and apply the PPSELD policies
e) Maintain records of all work orders, materials, work equipment, tools, transportation equipment other assets assigned to PPSELD crews;
f) Prepare and submit reports about the operations activities in a monthly basis or as needed and requested by the General Manager or Chief of Party.
g) Manage, plan and supervise construction activities for any PPSELD expansion at PPSELD distribution system; including connections for residentials, commercial and industrial clients.
h) Report to engineering department any construction activity completed in order to keep updated PPSELD GIS mapping distribution system.
i) Manage, plan and supervise maintenance and operation activities at PPSELD distribution system.
j) Coordinate routine inspections of all distribution lines and substation facilities to assure proper performance;
k) Attend all reports / claims about interruption of service and voltage variations reported by customers.
l) Recommend changes / corrections to adapt the distribution networks to the PPSELD construction standards.
m) Communicate to the clients in advance any planned outage for operation and maintenance.
n) Plan, organize and supervise the emergency activities for any outage at PPSELD system.
o) Install, program and commission any new device to be installed on the Electric Network.
SAFETY
1) Keep up to date on the utility's electrical safety practices appropriate for employees and the general public;
2) Develop manual and procedures for indoor and outdoor employees while providing training;
3) Monitor the specific safety procedures of line crews and Generation Plant crews to ensure that they are using the appropriate equipment, and following the safety procedures and in accordance with PPSELD safety practices;
4) Coordinate regular and frequent training for PPSELD employees;
5) Develop and administer safety information for consumers and the general public;
6) Investigate all possible accidents without wasting time;
7) Record any possible accident and submit reports to those responsible if necessary, for decision;
8) Write regular safety reports for monthly presentation.
ENVIROMENT
1) Keep up to date all required environmental laws and regulations;
2) Ensure that PPSELD adheres to all applicable environmental laws and regulations;
3) Inform those responsible for any environmental violation or infraction that has been the object or observed.
4) Ensure that the Enviromental Plan is being acomplished and prepare follow up reports monthly and anualy.
HEALTH
1) Ensure that PPSELD takes overall responsibility for the laws and regulations applicable in health matters;
2) Find out about all the health measures taken by the authorities of the country to inform PPSELD employees;
3) Be a resource person to convey health rules in all PPSELD offices;
4) Keep employees informed of the appropriate hygiene rules to follow.
5) Other tasks assigned by the Chief Operations Advisor / or the Chief of Party.
Qualifications Requises
• Must possess degree in Electric Engineering
• Must have 4 years of experience in electric utility business or similar environment.
• Must have experience managing operation, construction or engineering in electricity distribution related activities (4 years).
•Must have experience in Industrial Safety rules and environmental control (2 years).
• Good working level skill in English is required, French and Spanish can be considered.
