Program / Department Summary

Mercy Corps helps communities develop their own ideas to solve Haiti’s most daunting problems by using innovative approaches to bring Haitians new social and economic opportunities and to make their country more secure, productive and just. Established in January 2010, Mercy Corps Haiti has offices in Port-au-Prince, Canaan, Arcahaie, and Miragoane and more than 50 staff implementing programs in violence reduction, financial inclusion, agriculture and natural resource management; and humanitarian response and disaster risk reduction/preparedness. Mercy Corps takes a progressive approach to development that leads communities and entrepreneurs from relief to sustainable livelihoods to resilience.

General Position Summary

The Gender Coordinator will have responsibility for ensuring that Mercy Corps strategies, policies and procedures are applied to our programmatic portfolio. The Coordinator will be responsible for ensuring that programs respect Gender Minimum Standards, while capturing and capitalizing on lessons learned in gender by supporting program planning, internal and external communications, and developing learning strategies. S/he will lead planning and coordination of pilot projects in gender with internal staff and external partners. S/he will coordinate with other program staff and ensure that Mercy Corps programs are equipped with gender frameworks to better address the specific needs and utilize the unique potential of women and girls. The Coordinator will support the development of relevant proposals, and s/he will provide input to the Mercy Corps women and girls’ leadership and empowerment strategy in Haiti.

Essential Job Responsibilities

PROGRAM DESIGN and IMPLEMENTATION
o Contribute to proposal design for all programs, ensuring that programs have nuanced gender analyses (including sex and age disaggregated analyses) and that they are respecting best practices in gender responsive and gender transformative programming.
o Ensure that each new program has a detailed gender analysis within the program start-up period, including gender indicators within the M&E Framework, baseline data collection, as well as other quantitative and qualitative studies.
o Coordinate the implementation of Mercy Corps gender and women and girls empowerment strategy within Programs



INNOVATION AND LEARNING
o Support proposal development by providing best practices, organizing assessments, and contributing to theories of change to respond to gendered needs, particularly of women, girls and male and female youth.
o Work with team members to identify potential opportunities to pilot and scale-up gender initiatives and projects.
o Conduct sex- and age-disaggregated analyses of program data and present concrete recommendations to program managers about how to improve interventions with regards to gender equity, and mitigate potential negative consequences for women, girls and youth.
o Ensure that field teams are equipped to document, analyze, and report on gendered program trends by planning data collection processes and developing tools to capture gendered outcomes and impacts of implementation.

Capacity Building
o Organize workshops and trainings around gender, women’s and girls’ empowerment, men’s engagement, and best practices in protection for program staff and partners.
o Ensure that Human Resources have the capacity to promote gender-adapted recruitment and professional development opportunities for all Mercy Corps staff.
o Support managers to conduct gender analyses for programs in order to understand how they can adapt program logic to better account for women and girls’ unique needs and capacities.
o Share best practices in global gender responsive and gender transformative programming with teams through meetings, brown bags, seminars, or trainings as appropriate.
o Disseminate Mercy Corps minimum standards in Gender mainstreaming

Influence & Representation
o Identify, build and nurture collaborative partnerships with consortium partners, sub-grantees, donors, local governments, peer organizations (through clusters) and other stakeholders.
o Communicate effectively to ensure overall project targets and donor obligations are met as concerns gender and women’s empowerment requirements.
o Promote Mercy Corps’s vision, values, to partners and stakeholders while integrating gender

Organizational Learning
o As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries
o Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Supervisory Responsibility: Gender assistant , and/or implementing team in Gender activities
Accountability
Reports Directly to: Country Director
Works Directly with: Program teams, monitoring and evaluation team, operations, finance, human resources, Technical Support Units and other teams as relevant.


Qualifications Requises

Knowledge and Experience
o Masters degree in gender, women’s studies, social sciences, international relations or other relevant field preferred.
o Minimum 3 years of experience in relief and development
o Minimum 1 year relevant professional experience implementing gender, women’s empowerment, or youth programs.
o Strong verbal and written English and French skills are required.
o Strong facilitation and consensus-building skills.
o Experience working with and building the capacity of team members and partner organizations.
o Must be able to work independently while being a strong team player.

The successful Coordinator will have the ability to multitask, set priorities, and work under tight deadlines within a complex team. S/he will demonstrate strong interpersonal and cross-cultural communication skills and be committed to the values and mission of Mercy Corps. S/he will take initiative and contribute to team efforts, as well as demonstrate an ability to communicate, assume leadership, and make solid decisions. S/he will possess a demonstrated ability to interact effectively with international and national personnel both in a managerial as well as training capacity.

Living Conditions / Environmental Conditions
This position is based in Port au Prince.
Mercy Corps team members represent the agency both during and outside of work hours when deployed in a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps’ policies, procedures, and values at all times and in all in-country venues.
