Introduction
CRS/Haiti (CRS/HT) is implementing a five-year USAID-funded Multi Year Activity Program (MYAP) [2007-20012]. This includes Title II food for distribution and cash revenues per year from monetization and Mission funds to implement program activities. Effective in FY10, in accordance with the Cooperating Sponsors’ (CS) Monetization MOU agreement CS/HT turned over the lead role in monetizing wheat to World Vision. As part of the current MYAP, CRS/HT implements programs in Maternal and Child Health and Nutrition, Water and Sanitation, HIV/AIDS, Food Assisted Education, Safety Net, Agriculture, Micro Finance, and Civil Society, Human Rights and Peace building. CRS/Haiti is also implementing emergency activities under components such as shelter, water and sanitation, FFW, etc., as part of its response to the Earthquake of January 12th, 2010. All of these components are using Non Food Items that require procurement, transportation, warehousing, and distribution.
Fonctions
PRIMARY RESPONSBILITIES:
The Deputy Material Resources Manager (DMRM) assists the Material Resources Manager (MRM) in the management of the Material Resources Management department consisting of monitoring, logistics and shipping units engaged in the management of material goods and Title II commodities, in support of the CRS/HT MYAP, Emergency program interventions and the CRS/HT component of LACRO’s USG Excess Property Initiative. The DMRM ensures compliance with PL480 Title II regulations, CRS’ guidelines, other donors’ and Government of Haiti (GOH) relevant policies and procedures. The DMRM coordinates the reception/distribution of emergency stocks and is directly responsible for managing the PAP warehouses. He is directly overseeing all MRD operations in Les Cayes.
Field Operations
1. Periodically travels to the field to ensure smooth operation of the MRD section and ensure that resources are supportive of the achievement of program objectives.
2. Conducts periodic center inspections to verify compliance with Title II regulations and donors’ and CRS’ reporting requirements. Confers with The Material Resources Manager with regards to implementation of sanctions to centers.
3. Coordinates with the RCOs the preparation of timely and accurate monthly, quarterly and annual Title II reports for submission to CRS/Baltimore, the USAID Mission: loss reports, CSRs, RSRs, etc.
4. Prepares pertinent segments of CSR4 and Resource Requirement reports and other MYAP documents.
5. Collaborates with the Internal Audit unit to respond to and complete all audit requirements and recommendations, and established a system of follow-up of past audit recommendation responses.
6. Ensures appropriate documentation on Title II commodity management, logistics
Warehousing:
Oversee day-to-day operations at the PAP warehouses. Manage all staff based at the PAP warehouses. Ensure the cleanliness of the warehouse and the security of the goods and equipment stored there. Implement food and relief supply dispatch plans. Prepare the Material Request Form (MRF), ensure the emission of the Delivery Notes (i.e., Waybills) and the preparation of the Goods Received Notes at the warehouses. Ensure the maintenance of up-to-date warehouse records (stock registers, bin cards, etc.). Prepare and submit accurate and timely reports. Provide training in warehouse and commodity management as requested.
Responsibilities:
1. Assist the MRM in reinforcing open and continuous coordination and collaboration with the other CRS Emergency Relief Program departments.
2. Work closely with the various program managers to efficiently and effectively deliver commodities to extended distribution points and/or Partners as per the dispatch plans. Identify systemic weaknesses in commodity management and reporting and propose creative solutions to the MRM.
3. Liaise with WFP in the Management of convoy transportation from the Dominican Republic, the temporary storage at their location, and of CRSs wiikhalls in their compound.
4. Ensure that warehouse staff efficiently manage and report on the reception and inventory of relief supplies, and the loading and departure of delivery trucks according to schedule.
5. Communicate the dispatch plan to the warehouse staff and the Logistics Officer. Ensure that the required waybills are prepared well in advance of the loading of the trucks in accordance with the dispatch plan.
6. Verify that the warehouse staff maintains up-to-date registers for each warehouse segregated by program, and that they prepare and submit Daily and Weekly Commodity Status Reports.
7. Schedule commodity transport and certify that the deliveries are completed according to the regulations (written and unwritten) of the CRS Emergency Relief Program.
8. Assist Logistics and warehouse staff with the preparation and submission of Trip Reports, Daily Worker Payroll Vouchers, Travel Authorizations, travel advances and liquidations, and other documents - financial and administrative – required by CRS senior management.
9. Oversee the preparation of reports by the Information Systems Manager and Reporting Clerk.
10. Assist the Warehouse Manager with the set up and management of a filing system for all warehouse documents (e.g., loss reports and waybills).
11. Maintain up-to-date information on the status of relief commodity arrivals in order to plan for deliveries to the warehouse and onward to the EDPs.
12. Verify regularly with the Warehouse Manager the balances of unfit and spoiled food stocks at the warehouses and distribution centers in order to prepare waybills, action plans and documents for the donor requesting final disposition authorization; Oversee their final disposal
13. In coordination with the Procurement Manager, the Program Managers and the Logistics Officer, schedule and supervise the timely reception and delivery of relief supplies to the EDPs and FDPs (i.e., prepare monthly and weekly written dispatch plans).
14. Ensure that the Warehouse Manager verifies all waybills - tonnages, the categories of stocks delivered by program, the addresses of the distribution centers, center supervisor names and addresses, etc. – before approving for loading and dispatch.
15. Validate Weekly Stock Reports. Ensure that they are correctly filed in a timely manner.
16. Remain informed of all entries and exits of relief stocks from the warehouses.
17. Verify invoices received from private trucking companies against waybills; submit verified copies for payment request.
18. Ensure timely preparation of the following (among other) reports prior to Supervisor forwarding to : CSR, RSR, Loss Reports (Ocean et Internal), other required weekly and quarterly reports.
19. Ensure that monthly physical inventories of all warehouses are conducted as scheduled.
20. Identify and meet the training needs of the CRS and Partner warehouse staff as requested or required

Qualifications Requises
1. Bachelors degree
2. Training and/or experience in General Management, Logistics, Financial Management, accounting or equivalent
3. Two years logistics and warehouse management experience highly preferred
4. Proven experience in planning, organization, staff management and staff development.
5. Strong analytical and creative problem solving skills
6. Proven leadership and team-building skills. Demonstrated ability to prioritize, manage multiple tasks, delegate responsibilities and ensure follow-up and motivate staff
7. Fluent written and spoken Creole, French, and English. Spanish a plus
8. Solid working knowledge of computers and the following software: Windows, Outlook, MS Excel, MS Word;
