PURPOSE

To assist the Small Grant Facility/Youth Engagement and Empowerment Activity (SGF/YEEA) Director in the coordination and implementation of YEEA activities to build vulnerable youth capacity through life skills training as well as to strengthen youth groups and youth-oriented CBOs to promote civic participation and social inclusion. The Education Specialist will also contribute to the design of strategies to build the YEEA’s Subgrantees capacity and to promote technical assistance to improve the implementation of their respective projects. He/she will work in collaboration with the Grant Manager to supervise the subgrantees and ensure that their expenses are in compliance with their project activities.

The Education Specialist will be based in Port-au-Prince with frequent travels to the field.

DUTIES AND RESPONSABILITIES
• Assist the project Director in defining criteria for selection or inclusion of youth groups in the YEEA Activity
• Work with the Training Facilitators, Life Coaches, local authorities and other stakeholders to identify the youth groups to be involved in the program
• Work with the PADF Monitoring and Evaluation Manager and potential partner organizations to propose methodology and to collect baseline data on the communities as well as the educational and socio-economic conditions of the youth
• Provide technical leadership to all YEEA-related projects and assist in providing logistical support to YEEA projects as needed.
• Identify training needs of youth groups and coordinate with the Training Facilitators and Life Coaches sessions on basic skills-building across the three areas of YEEA Activity: Education, Governance and Resilience
• Contribute in coordination with the Training Facilitators, Life Coaches and the Partners the planning and the implementation of the YEEA workshops for each youth cohorts in the selected communities
• Design an appropriate Partner’s training and/or technical assistance plan and assist in developing appropriate training modules to the benefits of the YEEA Partners.
• Monitor the mechanisms put in place by YEEA Partners to promote basic-skills and youth group specific projects to encourage effective participation of the youths.
• Supervise the activities of the Training Facilitators and Life Coaches on a regular basis and make recommendations to improve and ensure timely implementation of their workplan as well as Partners activities.
• Assist in building the capacity and improving the professional skills of the YEEA training facilitators and life coaches through seminars and workshops on specific thematic.
• In coordination with the Grant Manager/Environment Specialist, supervise closely the implementation of the YEEA Partners to ensure compliance with the SGF’s Environmental Monitoring and management Plan (EMMP).
• Maintain close communication with Training Facilitators and Life Coaches and ensure an effective flow of information between them and the project office to address constraints on time.
• Make recommendations to the SGF/YEEA Project Director for a better articulation of the activities leading to achievements of deliverables.
• Participate in external meetings and represent PADF as needed in Education-related forum or national event.
• Prepare with Partners field visits of the Donor or Government Ministries as necessary
• Provide the Project Director with a quarterly report on the YEEA activity progress.

KNOWLEDGE AND SKILLS
Hold at least a university degree in education, social science, or related field with a minimum of seven years of professional experience. A MS degree in one of the mentioned fields is preferred. Have proven experience in planning, coordination and supervision of staff. Have basic knowledge in statistical data analysis and experience in writing technical report. Good communication skills, both oral and written, good computer and internet skills are required. Knowledge of English is a plus.
