Introduction
The Institut pour la Santé la Population et le Développement (ISPD) is a non-profit organization working primarily in the health sector in Haiti providing technical support to the Ministry of Health through the National AIDS Control Program (PNLS) and the Department of Family Health (DSF) to improve the quality of services provided to the Haitian population including HIV care and maternal health services, and the prevention and management of childhood illness.
Fonctions
ISPD is currently looking for qualified candidates for an Operations Manager position for an upcoming project funded by the United States Agency for International Development (USAID). Under the direct supervision of the Executive Director the incumbent will oversee all administrative and human resources (HR) aspects of the project.
Key roles and responsibilities
• Oversee all administrative aspects of the project including procurement, inventory management, and logistics;
• Maintain staff schedule;
• Maintain safe and healthy work environment by establishing, following and enforcing policies and procedures; complying with legal regulations;
• Work with finance and technical teams to set budget and monitor expenditure;
• Serve as note taker and reporter for office/staff meetings;
• Ensure that the office continuously have the necessary supplies and all equipment is working and properly maintained;
• Keep a register of fixed assets and ensure that periodic inventory is conducted;
• Oversee vehicle management (including monthly fuel report, daily vehicle log sheet /record & vehicle maintenance service request) of office;
• Maintain office filing;
• Oversee all human resources (HR) aspects of the project including recruitment, career development, and timesheet and payroll management;
• Ensure proper reporting of employee level of effort and timely submission of electronic and paper version of timesheets;
• Maintain historical HR records by designing a filing and retrieval system; keeping past and current records;
• Inform all new staff on staff regulations, HR policies and regulations and/or living conditions in order to facilitate staff integration and their security;
• Ensure that all main HR documents are available and understood by all staff at all levels;
• Work with supervisors to coach on management and employee relations issues that arise;
• Manage the performance appraisal process to ensure managers complete them appropriately and timely and take the required action, if/when needed;
• Other duties as assigned. The duties and responsibilities listed are representative of the nature and level of work and are not necessarily all inclusive.
Qualifications Requises
• Bachelor’s Degree in Administration, Management, Business, or other relevant field
• At least five (5) years of relevant professional experience in office administration and human resources.
• Experience in payroll management, petty cash management, vehicle management
• Experience in inventory management is desirable;
• Experience in USAID-funded projects is highly preferred;
• Strong written and verbal communication skills in French and English are required (preferably level IV in English).
• Exceptional organisational and administrative skills together with attention to detail;
• Ordered and systematic approach;
• Able to prioritize own work load and meet deadlines;
• Self-motivated, able to work independently and as part of a multidisciplinary team;
• Ability to handle a varied, busy and pressurized work load with competing demands on time;
• Excellent interpersonal skills and the ability to work with staff at all levels;
• Tactful and customer focused.
