Introduction

This position is located in the Computer Unit of the USAID/Haiti Executive Office, which comprises of three (3) employees. The incumbent directly reports to the FSN Computer Management Specialist (Grade FSN-12).

The primary purpose of this position is to maintain and support the Microsoft and VMware mission’s Virtual Desktop Infrastructure (VDI); analyze security requirement of various network devices in relation to Agency guidance and implement both technical and administrative security requirements; provide support for internal users; manage daily operations of all networking equipment and proactively monitor anomalies that may occur; and serve as the acting Senior Systems manager during his absence.

Perform network operations and functions related to planning infrastructure for the existing computer network and future upgrades. Coordinate with M/CIO and run network cables in conjunction with the DOS/IPC and Telephone Technicians as needed. Perform analysis of the network functions and operations to improve performance, error recovery, identify alternative procedures during crashes so as to ensure smooth operations with minimum possible downtime. Ensure a trouble free operating environment which includes all aspects of system/data security and monitoring equipment/performance statistics and performance variables.

Configure, install and maintain network devices and other specialty devices as per organizational security policies defined in the ADS. Maintain service packs, patch levels and virus updates on all the servers as per M/CIO guidance. In response to periodic audits reports provided by the M/CIO Security Center, take corrective measures to patch all errors and ensure an ideal zero level risk environments. Review security logs on a daily basis and investigates tracks and reports security incidents that have occurred in the network. Perform LAN administration routines such as maintaining Active Directory users and groups, maintaining disk directories, files and folders permission.

Install and setup of new equipment in a PC-LAN network which includes setup of option cards and attachments, configuration of memory, loading of standard software, configuring desktops and procedures.

Develop procedures for the installation/maintenance of all laptops to image them with the McAfee Drive Encryption standard for Windows as described in the handbook provided by M/CIO office for this laptop encryption purpose. Maintain all USG-owned laptops with updated images from M/CIO.

Develop comprehensive training sessions for ongoing computer applications and the implementation of new applications. Deliver basic and advanced training courses using mission training/resource center; and prepare written training manuals for mission use, help desk documentation, quick reference materials as required.

Respond to user requests for assistance with computer applications and hardware issues by providing problem analysis, developing resolution procedures and ensuring the timely and efficient resolution of all requests through coordination with other co-workers wherever necessary. Assist the Systems Manager in writing reports and papers on systems-related topics, system requirements, information strategy etc.

Provide technical guidance and mentoring to new users in the completion of projects and in resolving a range of difficult issues/problems and new techniques. Provide technical support to users on Phoenix, E2, ASIST and all existing Web applications. Maintain/develop standard operating procedures (SOP) for various operating functions and ensures that all SOPs are current and being followed by all users at the mission. Maintain a central repository of user and technical documentation and ensure that it is current at all times.


Qualifications Requises

Bachelor’s degree in the field of Computer Science, IT Engineering, or Information Systems Management is required.

Experience: Five years of experience implementing and supporting enterprise-wide information systems and demonstrate the ability to lead the Information Management team in the mission and to work collaboratively with IT staff and end users. A strong hands-on, technical background with broad knowledge of applications, networking, systems management, security, telecommunications, web technologies and end user support is required. Incumbent to demonstrated proficiency with the design, provisioning and troubleshooting of LAN/WAN connectivity technologies. Proficiency working with access control list (ACLs), TCP/IP, VLAN, Port Security, IP Multicast, routing and switching. At least one year of the five years of experience must be in Virtual desktop infrastructure deployment and administration (VDI).

Job Knowledge:

Expert knowledge of present day computer technology in terms of hardware functions and capabilities, software expertise of standard off the shelf-products and operating systems including LAN, VMware products, Google apps; and Windows. Concepts of system analysis, network management; and telecommunications. Throughout knowledge of TCP/IP network services and security vulnerabilities.

Skills:

The ability to work effectively as a team member in a culturally diverse team environment and communicate with, and understand the needs of non-technical internal clients is required. Excellent communication, customer service and interpersonal skills are required in order to communicate with all levels of Mission employees. Ability to deliver training sessions to system users. Incumbent must be able to establish and maintain strong working relationships within the Mission and to interact with appropriate individual(s) within CIO/W on technical issues. The incumbent is required to have the ability to follow oral instructions and to organize, prioritize and follow through on all assignments with minimal oversight.

Language: Level IV (fluent) English and French.

Post-entry technical training will, be focused primarily on the CIO/Washington organized or recommended training courses. The incumbent will be required to take non-technical mandatory courses that apply to all Mission employees such as Gender 101, Equal Employment Opportunity (EEO), Cybersecurity Awareness, etc. CCN PSCs may participate in temporary duty (TDY) travel to USAID/Washington and other Missions in order to participate in the Foreign Service National Fellowship Program described in ADS 495maa.
