The incumbent serves as the Deputy Mission Environmental Officer (DMEO) and assists to implement Climate Risk Management for the entire USAID/Haiti portfolio. Under the guidance of the Mission Environmental Officer, the incumbent guides, advises, reviews, and monitors Mission activities for compliance with Title 22, Code of Federal Regulations, Part 216 (Reg. 216); the Mission Order on Environmental Compliance; Automated Directive System (ADS) requirements for Climate Risk Management; and all applicable USAID policies, regulations, and guidelines. The incumbent regularly liaises with Mission technical and program staff, the Regional Environment Advisor, the Bureau Environmental Officer (BEO) for the Latin America and Caribbean Region, and senior Mission staff including the Mission Director and Deputy Mission Directors.
Fonctions
The Deputy Mission Environmental Officer (DMEO) works closely with the Mission Environmental Officer (MEO) to ensure USAID/Haiti’s adherence to USAID’s mandatory environmental procedures codified in 22 CFR 216, elaborated upon in Automated Directives System (ADS) 204, ADS 204.2.d, and in relevant USAID/Haiti Mission orders. These procedures are USAID’s principal mechanisms to ensure environmentally sound design and management of activities, and thus to prevent any potential significant adverse impacts on: (1) critical environmental resources and ecosystems; and (2) on the health and livelihoods of beneficiaries or other groups resulting from inadequate attention to environmental issues in planning, design, and operation. They strengthen development outcomes and help safeguard the good name and reputation of USAID.
To enhance development results and the sustainability of USAID/Haiti’s investments, the DMEO works with the MEO to ensure that USAID/Haiti fully and systematically implements 22 CFR 216 requirements. In so doing, the DMEO is responsible for providing field monitoring, reviewing and preparing technical reports, and tracking environmental compliance activities, as well as providing environmental compliance guidance and advising CORs/AORS, Development Objective (DO) Teams, Activity Managers and Mission Management on how best to meet the requirements of 22 CFR 216 throughout the life of projects, and how best to monitor the effectiveness of implementation of and compliance with the approved 22 CFR 216 documentation and in accordance with ADS 204. To advance these objectives, the DMEO will serve as Alternate AOR for tasks under multiple awards related to environmental safeguards, climate risk management and to support the MEO with other award management activities.
The incumbent will provide environmental guidance to USAID/Haiti in the design and monitoring of policies, strategies, and programs in all functional areas.
The Specialist works under the guidance of, and is supervised by, the Mission Environmental Officer within the Policy Coordination and Program Support Office. May serve as MEO when designated by the Mission Director. Job holder is required to perform work related travel on an occasional basis.
Qualifications Requises
Experience:
A minimum of three (3) years of increasingly responsible professional experience in natural resources management/environmental protection, or environmental engineering, including management positions involving the analysis and interpretation of data and the presentation of data in written and oral form. Experience with environmental compliance procedures specifically with US government and non-governmental organizations.
Job Knowledge:
Knowledge of natural environmental issues and policies in Haiti, particularly with regard to USAID activities, is required. Knowledge of Haiti’s economic, political, social, and cultural characteristics and development history and prospects is required. Also necessary is basic knowledge of U.S. government legislation relating to development assistance and to Reg. 216; and USAID programming policies, regulations, procedures, and documentation.
Skills:
The ability to understand data collection methods, to analyze environmental data, and to establish and maintain a wide network of professional contacts; 2) Skill in the use of word processing and spreadsheet software, as well as other office computer applications; 3) Understanding in how to use a handheld GPS unit and its potential applications in GIS; 4) Skill in reviewing documents and the ability to make constructive comments and corrective suggestions are required; 5) Excellent interpersonal and communication skills.
Language:
English proficiency (Level IV) at a professional working level, including fluency in spoken and written English, is required. Full professional level proficiency in spoken and written French (Level IV) and spoken Haitian Creole (Level IV) is also required.

Post Entry Training: Upon employment, Incumbent must obtain knowledge of USAID’s environmental compliance and climate risk management (CRM) processes and procedures through the Automated Directive Systems (ADS), Mission Internal Procedures, U.S. Federal Acquisitions Regulations and other mandatory training set by Agency standards, including the mandatory references on CRM, in “Climate Change in USAID Strategies” and “Climate Risk Management for USAID Projects and Activities.” The Incumbent must become familiar with USAID standard procedures. The Incumbent may participate in competitive fellowship programs for Cooperating Country Nationals (CNNs). CCN PSCs may participate in temporary duty (TDY) travel to USAID/Washington and other Missions in order to participate in the Foreign Service National Fellowship Program described in ADS 495maa.
