Introduction

• The Country Security Manager is responsible for safety management and technical support related to the everyday institution’s implementation and Operations in Haiti. S/he is responsible for coordination between the Operations and program teams, partner organizations, and official authorities to facilitate movement of staff and visitors across Haiti. S/he will ensure that staff members are informed and aware of safety policies and procedures. S/he will also orient new staff and brief visitors to the institution safety policy and procedures. S/he is also expected to support line management in ensuring that safety and staff well-being systems and processes are relevant, effective and adopted by all staff. S/he reports all aspects of staff safety to the Executive Director and to the Global Security Team. The staff member will report to the Executive Director, with a dotted line to the Global Security Team on technical matters regarding staff safety and security.

This position requires capacity to effectively integrate safety and staff well-being policies and procedures into country office practices.


Fonctions

1- Safety and staff well-being policy, procedures and risk assessment
• S/he is responsible for ensuring the safe movement of staff and visitors to the Field, within Port au Prince and between field sites, which requires situational awareness at all times and good judgment related to travel arrangements.
• S/he will collaborate with the institution Management teams; Operations and Programmatic, to ensure proper travel tracking protocols are in place for staff and visitors and continued, systematic communication with field teams and partners is established.
• S/he will own and update the institution Safety and staff well-being policies and procedures at the country level.
• S/he will ensure that staff are informed and aware of policies and procedures, any updates to the security protocols for the office and provide briefings and organize trainings as needed.
• S/he will work in direct connection with the Global Security Team to provide regular updates on the country situation and on concerns and needs of the platform and to receive guidance and recommendations on Security Management and policy/resource creation.
• S/he will write SOW/TdRs, supporting the procurement process as related to his/her role, supporting the execution of trainings as necessary and be the focal point for all organization and execution of trainings/meeting related to security at the institution.
• S/he will orient new staff and brief visitors to the institution safety policy and procedures
related to safety, in collaboration with the institution Executive team.

2- Communication of safety information
• Update and disseminate staff contact information on a regular basis by liaising with HR in Haiti.
• When directed by the Executive Director, conduct professional liaison with personnel in other NGO’s, embassies and government liaison offices and participate in information sharing meetings and forums.
• Provide a regular safety report to country-level management, the Program Management Team and the Global Security Team Immediately inform the Executive Director and field staff of rising safety threats to ensure their safety
• Maintain a correspondence file and ensure that Safety information is kept in accessible electronic and paper systems.
• Be a leading member of the Country Security Committee and an active member of the institution Security Focal Point Group
• Ensure that staff members understand the importance of immediately reporting and documenting safety incidents including vehicle accidents.
• In case of safety incidents, make an immediate assessment and recommend appropriate actions with consultation from the Global Security Team and in-Country Security Committee.
• Regularly liaise with national counterparts, INGOs, UN bodies, and other relevant partners on matters

3- Security of Physical Assets
Ensure the institution physical properties are safe and secure. This includes offices, warehouses, guest houses, expatriate residences, vehicles and other assets.
• Develop and keep up to date a complete safety plan for offices, in conjunction with the Global Security Team. Orient all staff to this plan and monitor its implementation.
• Be the in-country point person to handle any safety issues for staff, including car accidents.
• Ensure that fire extinguishers and first aid kits are functional and checked regularly. Ensure they are found in an accessible place with clear marks and directions for the use.

4- Staff Management ( Guards);
• Manage the guards in all offices with close coordination with the hired security company
• Ensure that Guards are well oriented and are capable to react in case of any emergency.
• Ensure that the work schedules for guards is in place
• Communicate problems to the security company and work on proposed solutions
• Liaise with the security company for potential trainings and additional support

5- Any other assignment:
• a) Perform any other assignment as required by the in-country management team, program management team and Global Security Team related to the position.


Qualifications Requises

Education: Bachelor’s degree in one field of Social Sciences / International Relations/ Public Relations/Administration or a related field or a combination of study and experience. With specialized training in safety strongly preferred.
Experience: 5 years work experience in related field, preferably with other INGOs or the UN.
Language: Excellent communication in French. Proficiency in English is a plus.
Computer: working experience in MS Office suite, email and Internet.

• Strong coaching, mentoring, training facilitation, and team building skills.
• Proactive problem solving, innovative, analytical, and understand of NGO working environment and unique security risks.
• Calm, able to deal with stress and adhere to professional standards and deal with pressure
• Excellent interpersonal and communication skills.
• Good knowledge of communications equipment and operations
• Ability to develop and manage a computer data base and tracking systems.
• Ability to write professional letters and reports in French.
• Understanding and familiarity with governmental protocols with regard to the safety and movement of people and goods.
• Willingness to learn and ask questions; open to feedback and change as needed


Conditions de travail

• The position is located in Port au Prince—some travel to other parts of Haiti may be requested for evaluation of project activities.
