Introduction

ROLE PURPOSE:
The Education Technical Advisor will be driving and monitoring the strategic direction of the education program, providing enhanced technical assistance and strengthening the capacity of staff to implement program activities, working with a range of partners and stakeholders to ensure our contributions to education are in line with local government, donor and Save the Children priorities.
S/he will be leading an interagency technical advisory group for the delivery of early grades inclusive education and support proposal development and ensuring donor compliance is also a critical element of this role.
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or good
overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.



Fonctions

KEY AREAS OF ACCOUNTABILITY:
Programme Support:
• Lead on technical assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
• Develop sector plans and master budgets and contribute to Save the Children’s overall strategy
ensuring that it is compatible with both the overall Education Sector Strategy (facilitated by the
Education Cluster).
• Support fundraising for education, including development of high quality concept notes and proposals,
and engagement with donors’ technical advisors.
• Prepare and oversee programme implementation to ensure timely delivery of programme activities
(for example, monitoring against log frames, individual performance management work plans).
• Prepare timely programme and donor reports on project activities in compliance with internal SC
requirements and any relevant external donor requirements.
• Working closely with the HR team, identify technical staffing needs for emergency and ensure timely recruitment, induction and training of new staff.
• Identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
• Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
• Working closely with the Accountability lead put in place accountability activities for your thematic area, ensuring that feedback from all relevant stakeholders is considered in programme design.
• To ensure that the minimum standards of humanitarian relief are maintained in accordance with the
Sphere Charter, the Red Cross Code of Conduct and with INEE Minimum Standards for Education.

Capacity Building:
• Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff and those with little or no education experience

Representation & Advocacy & Organisational Learning:



• Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums (including the Education cluster), ensuring the specific needs of children are being addressed. This may involve taking the lead in coordination working groups.
• Take steps to document lessons learned for wider dissemination.
• In collaboration with senior programme staff, assist in advocacy activities that target decision-makers at all levels.
• In collaboration with SC Education colleagues, feed in learning, experiences and evidence to relevant global advocacy objectives.
• To identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.

General:
Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Others
• Represent Save the Children in relevant coordination/partnership meetings and in other fora.
• Carry on any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.


Qualifications Requises

QUALIFICATIONS
Tertiary degree a relevant subject or equivalent field experience in education
EXPERIENCE AND SKILLS
Essential:
• Good level of English
• 3 to 5 years substantial experience working with a humanitarian/ development organisation
• Previous experience of project management and project cycle management, including project design, implementation and evaluation
• Demonstrable competence in education field including experience of financial planning and budget expenditure monitoring
• Good understanding of donor compliance
• Demonstrated experience of participating in multi-sector needs assessments
• Demonstrated monitoring and evaluation skills
• Proven capacity to deliver training and coach staff
• Strong representational skills
• Ability to work calmly under pressure in a rapidly changing context



• Ability to be adaptable and flexible
• Ability and willingness to travel regularly into the field
• Ability to analyze information, evaluate options and to think and plan strategically
• Excellent interpersonal, communication and presentation skills

Desirable:
• Good knowledge and understanding of Child right based programming.
• Experience of working with Save the Children.

Budget responsibilities: No direct responsibilities but poste has oversight of education budgets
Roles dimensions: The Technical Advisor works with PDQA members, project teams, Government, UN
and other agencies working in Education in Haiti
