As part GHSC-PSM Haiti’s operations, the project manages a warehouse in the Fleuriot area of Port-au-Prince, where all project-procured health commodities are securely, safely stored until distribution to recipient health clinics. Built circa 2014, the warehouse contains sixty-thousand (60,000) square feet of floor space, divided into the two zones: temperature-controlled area and an ambient area. Within the temperature-controlled area, there is one (1) refrigerated cold room, and office space on the two (2) floors. In addition, on the exterior of the warehouse there is a refrigerated container permanently installed that is used in case of malfunctions with the interior cold room.
The GHSC-PSM Haiti project will be supporting the warehouse’s landlord in several complex mechanical and electrical upgrades to the warehouse. GHSC-PSM Haiti has engaged a engineering company (based in the US) which is preparing design drawings and technical specifications, and other relevant documents, to lead this installation work. The engineering firm will also provide remote and occasional on-site supervision, as needed.
The role of the Site Engineer is to provide on-site, day-to-day oversight and supervision of the landlord’s contractor for the installation works.
POSITION DESCRIPTION
The Site Engineer shall supervise the landlord’s installation company and also ensure that the final design and site installation work is of an acceptable quality, and is well coordinated with all counterparts, including the GHSC-PSM Haiti field office, GHSC-PSM Haiti home office, and the remote (US-based) engineering firm.
The Site Engineer shall review the detailed designs prepared by the engineering firm and advise GHSC-PSM if the installation meets the minimum requirements within the agreed price structure and time schedule. The Site Engineer is responsible for monitoring the physical progress of the installation work, and for ensuring that the installation work follows the detailed engineering design and specifications, as well as shop drawings normally submitted by the landlord’s installation company.
The Site Engineer shall also be responsible for liaising with all counterparts on the physical progress and quality of the installation services.
Fonctions
• Coordinate with the design engineering firm and GHSC-PSM field office and home office
• Attend weekly and ad-hoc conference calls
• Provide good communication on technical issues between installation contractor and the client, GHSC-PSM
• Provide written site visit reports, site meeting reports/meeting minutes
• Review and comment on any shop drawings prepared by the installation company
• Supervise site preparations for mechanical and electrical equipment
• Supervise/inspect fabrication by installation company
• Supervise the quality of work by the installation company (conduct daily inspection)
• Provide preliminary acceptance of installation work as outlined in the agreed-upon schedule of payments
• Ensure that the work performed conforms to applicable specifications, standards and codes.
Qualifications Requises
• Engineer's degree in electrical or mechanical engineering
• Good knowledge of construction and installation works with 5-10 years of experience
• Good knowledge of construction project management
• Proficient English speaker required
• Proficient Spanish speaker preferred
• Proficient French speaker preferred
• Availability to be present daily over a 2-3 month period at the installation site in Port-au-Prince
• Structured and specific knowledge of electrical and mechanical equipment and installation for warehousing or similar buildings
• Software knowledge of the Microsoft Office suite, engineering design software and project management.
