The Haiti Strategic Health Information Systems Program (Haiti HIS) is an $11.5 million cooperative agreement funded by USAID to build the capacity of Haiti’s Ministère de la Santé Publique et de la Population (MSPP) to take ownership of a comprehensive health information system that enables the integration of health records across various digital and paper-based reporting platforms. The program will support the MSPP in drafting an effective eHealth Policy to address interoperability and set data standards; strengthening Haiti’s national health information system—the System d’Information Sanitaire Nationale Unique, or SISNU—by addressing information and technical gaps; and promoting data-driven decision making at national and departmental levels. In turn, the HIS team will help the MSPP analyze the data provided by the improved national health information system and then use this information to provide better quality care and treatment to the Haitian people.


Fonctions

Summary of Primary Duties
The DDIU Specialist is a key member of the project technical team. S/he will serve as the key point of contact between the project and the MSPP/UEP for MSPP SISNU implementation in assigned departments. S/he will provide support to both SISNU at field sites and to the national MSPP to ensure effective use of SISNU. The DDIU Specialist will work closely with both HIS and MSPP staff to assist in the utilization of DHIS2 at the national, departmental, and community level in Haiti. The DDIU Specialist may perform any other related duties as assigned.
Reporting and location: This position will report to the Deputy Chief of Party. This position is based in Port-au-Prince, Haiti, with up to 30% travel to the field.
Essential Duties

1. Increase availability while improving data quality;
2. Strengthen the responsiveness of SISNU to produce opportune data;
3. Develop and analyze relevant health indicators assessing the effectiveness and impact of public health policies;
4. Promote SISNU to increase both demand and use of data while facilitating useful decision making;
5. Support and implement a data quality management process including but not limited to the development of the standard operating procedures (SOP) for data collection and reporting;
6. Develop relevant dashboards to monitor performance of health indicators across health facilities and departmental coordination;
7. Perform intensive secondary data analysis;
8. Lead operational research to support decision-making;
9. Assist/develop appropriate tools (bulletin, web portal) to increase data use;
10. Assist HIS System Analysts in the development/implementation of digital health solutions;
11. Assist the HIS M&E Officer in enhancing the robust Monitoring, Evaluation, and Learning (MEAL);
12. Support the HIS Capacity Building Officer in designing training materials;
13. Support HIS technical staff in the implementation of technical assistance along with quality improvement tools;
14. Support the MSPP SISNU national roll-out training and DHIS2 utilization;
15. Support the development of automated reports and dashboards for program evaluation and planning;
16. Train MSPP staff on data use;
17. Assess the reliability and secure conditions to access and use appropriate databases
18. Assist to enhance usability of the system across data entry, data quality, and data use.


Qualifications Requises





Qualifications



? Public Health, Informatics, Statistics, Communication; M.A. preferred.



? Effective communication skills;



? Formal training qualification is desirable;



? Have a working knowledge of DHIS2 is an asset;



? Experience of communicating at all levels up to and including senior management;



? Experience of designing, delivering, and maintaining training material is essential;



? Working knowledge of other HIS implemented in Haiti is an asset.



? Sound understanding of MSPP’s health information infrastructure is an asset.



? Previous work on a USAID project is an asset.



? Team player.
