Introduction
Named after the light-giving spell in Harry Potter, Lumos is an international children’s organisation founded by J.K. Rowling in 2005. We have a bold mission: to have a world without institutions and orphanages by 2050. Research shows the dramatic harm that institutional care causes to children and the proven benefits of the alternatives: community and family care. Lumos tackles the root causes of family separation – poverty, trafficking and discrimination – and transforms care systems around the world by transforming education, health and social care systems for children and their families and helping children move from institutions to family-based care. Lumos sits on the EU Civil Society Platform against trafficking in human beings and is a founding member of the European Expert Group on the Transition from Institutional to Community-based Care.
Lumos is the lead implementer of the USAID-funded project : « Building Enduring Systems to end Trafficking in Persons » (BEST) project. This four-year project aims to support the Haitian government, local authorities and civil society to prevent, recognize and respond to trafficking and protect TIP victims. Specifically, this project intens to :
1- Increase public awareness of dangers, legal consequences, and various forms of trafficking in persons.
2- Develop and implement victim-centered services to provide protection and assistance to trafficked persons at national and departmental levels.
3- Enable the National Counter-Trafficking Committee (NCTC), IBESR, and partners to more effectively coordinate C-TIP activities
Fonctions
This is a new role leading on providing high quality services to victims of Trafficking in persons in an exciting project funded by US government through USAID.
The Victims Service Manager works closely with Lumos staff and under the supervision of the Deputy Chief of Party to support the management of the “Building Enduring Systems to End Trafficking in Persons project” (BEST Project). She/he mainly responsible for the development of high-quality services for victims of trafficking in persons (TIP) in the three demonstration regions of the project (West, North-East and Center Department).
Qualifications Requises
Person specification:
Essential:
• An advanced university degree (Master’s or equivalent), preferably in Humanitarian action, social services, sociology, community development, economy and other related discipline is required.
• A minimum of 5 years of progressively responsible experience in case management, social work, community development, legal assistance to victims, and all aspects of victims service provision work.
• Excellent organisational skills and the ability to deliver high quality of assistance to survivors, on time.
• Excellent communication skills, with strong command of spoken and written French, creole and English.
• Ability in using Microsoft Word, Excel, Power Point.
• Excellent interpersonal and communication skills, and ability to collaborate and with colleagues and stakeholders at all levels.
• Commitment to apply high standards in data protection and ethics.
• Proven ability to achieve coverage of issues and experts.
• Proven ability to develop good content
Skills:
• Able to represent Lumos credibly at highest levels in relationship with external contacts, especially those representing overseas Government Ministries or other institutions.
• Good interpersonal and communication skills, and ability to work with a wide variety of contacts
• Highly organised, with an aptitude in planning effectively to meet deadlines, and an ability to work on multiple tasks at the same time
• Ability to work independently and on own initiative, and as part of a team working on a larger project

Knowledge:
• Knowledge or information about Human Rights, gender based violence, child protection and trafficking in persons

Experience:
• Extensive experience in operational management both on a strategic and day-to-day level, in the field of victim’s Victims Service Manager.
• Experience of delivering complex long-term programs to high quality standards and within budget
• Relevant experience in a similar working environment
• Experience of working with international NGOs
Desirable:
• Experience of conducting fieldwork in Haiti or similar setting.
• Knowledge or experience of international development, social work, child health, education, law or children’s rights

Objectives:
Leadership:
• Support the operational management of all services aim to assist victims of trafficking in persons (cross-border trafficking, trafficking through orphanages and child domestic trafficking).
• Work with the National Counter Trafficking Committee (NCTC) and other stakeholders to elaborate standard operating procedures to assist survivors of trafficking in persons;
Strategic Planning:
• Contribute to Lumos Operational Systems Strengthening, Child Participation Mainstreaming, MEAL Approach and other transversal programme quality improvement initiatives as required
• Support the implementation of effective processes to track and report on progress against deliverables, working with Monitoring, Evaluation, Accountability and Learning (MEAL) staff regarding the BEST Program
Management and compliance:
• Identify and effectively manage all key risks related to the programme, in particular ensuring that anti-fraud and anti-corruption policies and procedures are followed to minimise risks in delivery of project outcomes.
•Help establish and maintain accountable working relationships with key partners and partner organisations
Program Management
•Support the development of victims-centered services in three demonstration regions.
•Actively engage and participate in the in strengthening or development process of referral system for facilitating access to services to TIP victims
•Engage with relevant government entities and civil societies actors to advocate for service provision for TIP victims
• Provide, where necessary, emergency practical assistance to victims, including means of transport and food vouchers or funds for AGR;
•Document all the cases and ensure that data are properly stored in appropriate data base and maintain records aim at tracking of indicators by the MEAL team.
• Work in collaboration with the task force, the police, the courts of peace, the prosecutor's office of the victim, the investigating cabinet to facilitate the prosecution of authors, co-authors and accomplices;
•Coordinate and manage the flow of victims and information about victims of trafficking;
• Various other tasks to be determined by the supervisor.
General:
•Ensure that the plans for any and all children consider first and foremost their best interest, safety and welfare.
• Comply with Lumos and/or USAID policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures
•Oversee specific work in respect of children with disabilities and children at risk of abandonment
• Any other activities commensurate with the level of the post of assigned by the Deputy Chief of Party.
•Participate in LUMOS staff meetings, community meetings, subcommittee against trafficking in person meetings and relevant training and seminars;
Scope:
• Lumos has a dynamic approach to its work and flexibility will be required to take advantage of new opportunities and meet changing priorities.
