Zanmi Lasante (ZL) is a Haitian organization based in Cange and is a recognized non-profit organization whose mission is to provide a preferential option for the poor in health care. Through its service delivery, training, advocacy and research, ZL works closely with its sister organization, Partners in Health (PIH) globally to bring the benefits of modern medical science to those most in need and to serve as an antidote to despair. PIH operates sites for clinical care, research and training in 10 countries (Haiti, Peru, Russia, Rwanda, Lesotho, Malawi, Liberia, Sierra Leone, Mexico and Navajo Nation) and has a growing network of affiliated organizations and initiatives in several other countries, including Nepal, Burundi, Mali, Guatemala, and Togo. The organization is taking on immense challenges while its heightened visibility has brought the opportunity to influence even greater changes within its programs in Haiti. Job Profile:
The Program Manager’s primary focus is to oversee and ensure the implementation of programs funded by across multiple ZL sites in Haiti, in accordance with Zanmi Lasante (ZL) rules and regulations and program budget. To do so, the Cross Program Manager is responsible for establishing and enforcing systems which ensure that sites are able to achieve approved work plan activities and targets within a given timeframe as well as liaising with multiple parties. This position will be responsible for liaising with ZL teams on the ground and in Boston to track program activities as per work plan and budget. The Manager will support the development of high-quality financial and narrative reporting, in line with donor’s reporting requirements and PIH/ZL reporting and approval processes. This position will serve as a link to help achieving programmatic activities between ZL Mental Health and Oncology services at HUM while complying with the objectives set.
The Cross Program Manager will work with clinical experts and psychologists implementing the project to make changes in order to stay in line according to the grant guidelines and indicators. The Cross Program Manager is responsible for monitoring program scope, communications, risk, and procurement throughout program implementation. The Cross Program Manager’s approach should be based on the overall strategy set by the ZL Executive Director in order to meet the program success criteria and focus on task delivery. This position will oversee funding for a two-year project, for activities linked to ZL Mental Health and Oncology service. The project serves to strengthen mental health and oncology support services in rural Haiti through the improvement of community outreach, training, as well as data management and research capacity.
Fonctions
PROGRAM MANAGEMENT
The Program Manager will:
• Facilitate the process for the development of Haiti-based work plans, implementation plans, timelines, and associated lists
• Ensure that activities are implemented in compliance with ZL/ rules and regulations by collaboratively developing, establishing, and enforcing implementation policies across ZL program teams involved in grant activities
• Provide program forecasts for trainings and plan accordingly within budget limitations
• Manage the link between Boston-based staff and Haiti-based teams to manage program progress, troubleshoot issues, and ensure that program targets are being met in a timely manner
• In collaboration with the Technical Director of MH and the rest of the team, lead the development and implementation of any cross-program workshops and/ or trainings as well as internal programmatic updates to be shared with all teams
• Collaborate with ZL leadership, as needed, to provide updates on program progress, gain approval for various program activities
• Collaborate with Devo team, MH and Oncology Team to elaborate required narrative reports to be submitted to donor in a timely manner
HUMAN RESOURCES
• Assist ZL program leads in making new grant-specific hires in a timely manner
• Ensure that Program staff are completing and submitting timesheets, and approve timesheets (as needed)
• Assist in recruitment and onboarding of any new staff based in Haiti, as needed
• May supervise several team members
FINANCIAL
• Proactively analyze budget vs. actual and program financials to insure accuracy and assess opportunities to adjust spending for more efficient program success
• Review financial expenses and ensure they are in line with activities implemented
• Work with ZL financial focal person to ensure all activities and related expenses are carried out efficiently and in accordance with and PIH standards and regulations
• Ensure the consistency, inclusion and accuracy of costs and that they comply with PIH’s and ’s policy
• Call attention to any significant variances in budget vs. actuals and facilitate conversations with Executive Director and Boston-based Relationship Lead
• Approve Program expenses as per program budget
• Collaborate with PIH/ZL Finance Team to develop required financial reports to be submitted to the donor in a timely manner.
Qualifications Requises
Qualifications
• Minimum of 5 years’ experience working in global health
• Master or Bachelor's degree in Business Administration, Management or any other relevant studies.
• Demonstrated success in program management and/ or systems development
• Ability to handle potential conflicts professionally, and liaise across multiple parties professionally, diplomatically, and tactfully
• Ability to work under pressure and with tight timelines
• Ability to successfully juggle multiple priorities at once
• Willingness to receive coaching and mentoring from superiors and colleagues of varying levels of experience
• Ability to work in complex settings
• Proficient oral and written communication skills in English and French/ Kreyol
• Strong communication skills and ability to communicate effectively
• Skilled in organizing and presenting information via Microsoft Word, Excel, and PowerPoint
• Basic understanding of contract compliance and ability to interpret and follow contract terms of assigned Programs to influence Program implementation

• Previous experience managing grant-funded programs .
