Introduction
In partnership with the Ministry of Health and the US Centers for Disease Control and Prevention (CDC), ICAP will conduct a Population-based HIV impact assessment (PHIA) to estimate the population –level impact of the national HIV prevention, care and treatment programs in Haiti. The goal of this project, called PHIA, is to identify the national level key HIV-related outcomes, including HIV incidence, HIV prevalence and HIV viral load suppression, as well as prevalence of high-risk behaviors and uptake of HIV-related services. The objective of PHIA is to measure the reach of the country’s HIV prevention, care and treatment services, guide policy and set funding priorities.
Fonctions
OVERALL JOB FUNCTION: The Senior Finance Manager will be responsible for the overall financial and administrative operations of the ICAP office for the National Population-Based HIV Impact Assessment in Haiti. He/She will be responsible for maintaining sound financial systems and controls to ensure effective implementation of the HAPHIA project and will produce timely reports including variance and budget monitoring reports to assist management with assessment of the financial performance of the grants. He/she will also promote adherence to ICAP Standard Operating Procedures, donors’ rules and regulations as well as fiscal, statutory and legal standards of Haiti.
The Senior Finance Manager will also work closely with the Director of Operations in Haiti and the ICAP New York (Headquarters) Directors of Finance.
Qualifications Requises
DUTIES AND RESPONSIBILITIES:
• Oversee all project-specific financial planning, budgeting and reporting;
• Adhere to sound accounting and financial principles to ensure financial integrity of the ICAP Haiti office and PHIA project;
• Take the lead in monitoring project specific expenditures, preparing accurate and timely award specific monthly FFR reports and financial statements;
• Oversee maintenance of the Office's financial filing systems;
• Maintain inventories and controls over project office fixed assets (e.g. computers equipment);
• In collaboration with the COP and the Sub-Award manager, manage all local sub awards and ensure sub-awardees’ compliance and reporting;
• Support maintenance of tracking systems for PHIA specific procurement, program inventory, action memos, approvals, and other administrative tasks;
• Coordinate review and maintenance of Payroll files and files demonstrating payment of locally required Insurance and associated Taxes to the Revenue and Social Insurance Authorities;
• Contribute to reviews, approvals, signing and verification of payment vouchers;
• Adhere to financial procedures, including documentation and justification standards, in line with ICAP Standard Operating procedures (SOPs), Donor’s policies and regulations as well as Haitian laws;
• Oversee the development and coordination of annual budgeting processes;
• Prepare monthly and quarterly cash forecasts in line with ICAP SOPs to be shared with ICAP NY finance department;
• Prepare and manage life of project budget, 60 days cash forecast and pipeline expenditures;
• Prepare accurate and timely variance and budget monitoring reports; oversee payroll, benefits and reimbursements;
• Facilitate production of financial reports required by management, headquarters and donors;
• Follow-up with Procurement and Logistics Officer to track all submitted requests and ensure delivery and proper financial reporting;
• Coordinate and facilitate internal and external audits for the country office in collaboration with the ICAP NY finance department;
• Collaborate with the COP for service contract development and management;
• Calculate figures for terminal benefits;
• Perform any other duty as may be assigned.

MINIMUM QUALIFICATIONS AND COMPETENCES:
Education:
A Bachelor Degree in Accounting plus 5 to 7 years of experience in a senior finance and managerial position with local and international donors
Experience, Skills & Minimum Required Qualifications:
• Advanced knowledge and expert understanding of USG rules and regulations related to award financial management;
• Demonstrated excellent knowledge of accounting software (QuickBooks);
• Strong competency in Database Management, Microsoft Office package (including email management (Outlook), Excel, Power Point and Word) and Adobe;
• Good supervisory skills with team work mentality including excellent interpersonal and communication skills;
• Must be highly organized with extreme attention to detail and the ability to work independently to reach identified objectives and deadlines;
• Ability to creatively solve problems often without guidance;
• Fluency in oral and written English, French and Creole.

Travel Requirements:
Periodic domestic travel throughout Haiti to meet implementing partners and to supervise the implementation of the PHIA project
