Introduction

Named after the light-giving spell in Harry Potter, Lumos is an international children’s organisation founded by J.K. Rowling in 2005. We have a bold mission: to have a world without institutions and orphanages by 2050. Research shows the dramatic harm that institutional care causes to children and the proven benefits of the alternatives: community and family care. Lumos tackles the root causes of family separation – poverty, trafficking and discrimination – and transforms care systems around the world. We speak up on behalf of children trapped in institutions and reunite them with their families. And we change education, health and social care systems so every child can thrive.

Lumos is engaging in evidence-based advocacy and campaigning activities to ensure that
children in institutions are recognized as a left behind group and are included and recognized in national and international policy, including through data collection.

Lumos has a strong track record in undertaking evidence-based advocacy and campaigning to ensure that the needs of children in institutions are recognized and prioritized in national, regional and international policy. Lumos aims to ensure that key global decision makers commit to transforming care so that children are supported to live in families, not institutions, and that policies, funding and practices shift away from institutions to strengthening families and communities.
Lumos is the implementer of Building Enduring Systems to End Trafficking in Persons(BEST) Project, funded by USAID. This 4 years project aims to support the Haitian Government and civil society 1) in their efforts to deliver transformative progress on human trafficking, especially trafficking of children; 2) to create an environment where Trafficking in Persons is eradicated 3) to support the needs of victims of child trafficking, and protect children at risk of trafficking; 3) to regain their rightful role as a leading nation in tackling Modern Slavery and/or Trafficking in Persons.


Fonctions

This is a new role leading on the advocacy of an exciting new project on trafficking, funded by USAID.
Providing overall direction and guidance to all advocacy aspects of the BEST project, leading the design and development of advocacy strategies and activities that ensure accomplishment of the program’s objectives and results.


Qualifications Requises

Person specification:

We are seeking a highly motivated individual to join our team and who must demonstrate
advocacy/stakeholder management experience and be ready to apply his/her skills in a
challenging context.


Essential:
• Minimum of 5 years in an advocacy position;
• Experience in working with governmental stakeholder;
• Experience to work in capacity building of civil society organizations in advocacy;
• Demonstrable results of influencing others;
• Experience of coaching and training others;
• Proven ability in managing and fostering relations with stakeholders
• Ability to manage a complex and varied work load and to work under pressure
• Strong communication skills, both oral and written

Skills:

• Able to represent Lumos credibly at the highest levels in relationships with external contacts, especially those representing overseas Government Ministries or other institutions.
• Good interpersonal and communication skills, and ability to work with a wide variety of contacts
• Highly organised, with an aptitude in planning effectively to meet deadlines, and an ability to work on multiple tasks at the same time
• Ability to work independently and on own initiative, and as part of a team working on a larger project
• Ability to translate strategic directions into action plans and implement.
• Ability to be self-motivated, flexible and effective

Knowledge:

• Relevant professional qualifications

Experience:

• Experience of leading and managing multi-disciplinary teams to meet or exceed delivery targets and achieve client satisfaction,
• Extensive experience in operational management both on a strategic and day-to-day level.
• Relevant experience in policy analysis, lobbying and work of government decision makers.

• Sustained experience in community mobilization and policy advocacy at the national level especially on issues related to child welfare, gender, sanitation, inclusion.
• Relevant experience in a similar working environment

Desirable:
• Experience of working in developing countries
• Experience of behaviour-change campaigns
• Experience of working with international donors and grants

Key Job Responsibilities include but are not limited to:

Partnership and strategic Leadership:

• Leads the design and development of advocacy strategies and activities for Lumos including the BEST project; Support programme leadership to articulate their top priority advocacy objectives in line with the Country Strategic Plan
• Strengthen the capacity of Governmental partners such as IBESR, CNLTP, OPC, in advocacy and provide advocacy tool to claim better resources allocation to carry out the activities on and how to advance their respective agenda s;
• Realize a Stakeholder mapping, prepare problem analysis framework, identify paths to influence stakeholders & key messages, Identify key issues to be raised to the local and national level and lead or contribute to the development of briefings, talking points and messages on these issues
• Leads the advocacy towards the EU Delegation to Haiti with the objective to influence any relevant EU policies and funding, focal themes, country priorities and operations for Haiti and bilateral agreements;
• Supervise the work of reporting and reviewing of the media and communication officer.
• Support partners and stakeholders to create detailed annual plans for advocacy /engagement activities;
• Proactively support the operations team, resource acquisition and other in program / project development to facilitate and ensure the integration of advocacy into projects.

• Advocacy and Campaign:
• Plan and support the implementation of advocacy techniques aimed at increasing the participation of children, adolescents and young people in their community.
• Develop coalitions at local and regional level to support the adoption of specific policies; procedures and law.
• Engage with donors to influence them to redirect money from institutions to community-based services
• Engage with the faith community to influence them to prioritize Deinstitutionalisation of children.
• Organise and coordinate advocacy/engagement activities including meetings, steering groups, Identify key opportunities and events for Lumos Haiti to position itself as one of leading organisation in the DI process and on the issue of orphanage trafficking
• Work closely and supervise the work of the BEST’s Media and Communication Officer in the BCC campaign using social media, radio broadcasts, conferences, workshops, success stories, progress reports;
• Give strategic direction to campaign activities (walking, mobilization, petition, influence, sensitization, implementation etc.) related to advocacy strategies for technical approaches.

Research and Documentation:
• Update and coordinate the production and, if necessary, creation of all advocacy materials including brochures, pamphlets, quarterly newsletters, fact sheets, position papers, annual reports, reports to the community and other written documents.
• Monitor all laws, their evolution, change, implementation in the context of policies relating to the well-being, protection and survival of the child.
• Build and maintain excellent networks and working relations with governmental stakeholders so that they buy-in to and accept ownership of the BEST program,
• Works closely with colleagues to conduct joint scoping and ensure engagement with Government of Haiti officials to support the work of CNLTP and IBESR
• Identify and document success stories and work with the media and communication officer to publish them.
• Supervise the work of reporting and reviewing of the media and communication officer.
• Works closely with our UK/LUMOS advocacy team and support their advocacy effort.

Scope:
• Lumos has a dynamic approach to its work and flexibility will be required to take advantage of new opportunities and meet changing priorities
• This role might l require periodic travel.
