Background: GHSC-PSM is the primary vehicle through which USAID 1) procure and provide health commodities; 2) provide technical assistance to improve partner countries' management of the supply chain; and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under three of the project's task orders (HIV/AIDS, Population and Reproductive Health/ Family Planning, Maternal and Child Health) to provide commodities and supply chain technical assistance. To support U.S. government-funded global health activities, GHSC-PSM manages a wide array of health commodity procurement services while providing related systems-strengthening technical assistance encompassing all elements of a comprehensive supply chain.
Overall Description
The Deputy Country Director, in coordination with the Country Director, provides strategic guidance and ensures overall management of the operations and supply chain activities. The following technical teams and responsibilities fall under the deputy country director’s oversight: Warehouse, Distribution and Pharmaceutical Waste, Administrative Operations and Logistics, Monitoring and Evaluation, Quality Assurance and Supply-Chain Operations (including re-supply network). Moreover, the deputy country director deputizes the country director and, as such, closely coordinates with the Technical Director and the Finance Director. He/She ensures timely submission of all deliverables for teams under his/her direct supervision.

These main duties and responsibilities are assigned to the Deputy Country Director:
1. Management responsibilities and Technical guidance
? Support the Country Director in development and implementation of strategic plans, annual work plans and budgets that is aligned with the priorities of USAID, the Ministry of Health, and other stakeholders
? Oversee the design, quality control, development, and completion of deliverables including project work plan, monthly and quarterly reports.
? Provide technical oversight, supervision and strategic guidance to the warehouse management, supply and distribution planning, ensuring that team staffing, and performance are aligned with goals and plans to achieve project results.
? Work with teams under his/her direct supervision to identify, experiment and implement innovative supply chain solutions and best practices.
? Identify short-term technical assistance needs, develop scopes of work for technical assistance (TA) providers, and review associated outcomes and deliverables of TA activities.
? Guide technical implementation for delivery of critical health commodity supply chain technical assistance that reflect the priorities of USAID, the Ministry of Health, and other stakeholders.
? Collaborate with headquarters to develop and implement key management systems that support planning, operations, reporting and performance management.
? Ensure that supply chain management operates smoothly to satisfy client and respond to patient until the last miles.
? Facilitate and support the development and execution of strategies to improve quality and timeliness of activities while ensuring that operational objectives are achieved.
? Assist the Country Director in periodically evaluate project progress against work plan and budget, identify issues and risks related to timely implementation, and undertake appropriate interventions to meet work plan objectives and client requests.
? Report to the Country Director any management challenges and propose solutions to overcome obstacles in project implementation. Highlight supply chain and operations bottlenecks and identify internal or external resources or technical assistance needs.
? Closely work with supply chain technical units such as procurement, forecasting and quantification, LMIS and communication to ensure internal coordination for effective and efficient project implementation.
? Prepare and implement performance plan and personal development for direct supervisees ensuring that evaluation is completed appropriately and on time
2. Reporting and Communication
? Assist the Country Director in the timely production of monthly and quarterly activity reports, technical success stories, and review all regular technical reports including task order specific reports, M&E quarterly reports produced by the field office before submission to headquarters or USAID
? Troubleshoot communication issues, facilitate clear and concise and streamlined communication within the local teams, with headquarters- USAID, and other relevant stakeholders when appropriate.
3. Representation
? Support the Country Director in maintaining working and consultative relationships with the Ministry of Health, USAID, Center for Disease Control, and other partners as relevant.
? Represents GHSC-PSM, when needed, in external fora including meetings with relevant stakeholders relating to the provision of technical assistance to build the capacity and capability of national health and supply chain systems.
? Serve as Acting Country Director in the absence of the Country Director.
? Performs other tasks as directed by the Acting Country Director, or designee.
Qualifications Requises
? Advanced degree in health, business administration, management or related field with specialized training and/or experience relating to pharmaceutical management, supply chain or program management.
? At least 10 years demonstrated relevant experience in pharmaceutical management, program/project management or health systems strengthening activities in developing country context.
? Demonstrated ability to build and maintain working relationships with senior-level officials, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, and donor organizations.
? Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
? Self-motivated, interest and experience in strategic leadership and managing and supervising technical staff
? Demonstrated ability to monitor performance against key performance indicators
? Demonstrated ability to apply supply chain management best practices and innovations to donor funded programs
? Ability to travel domestically as required to support the progress of program activities
? Fluent in French and Excellent writing and presentation skills in English.
