Introduction
1. PROJECT BACKGROUND:
The USAID Water and Sanitation project will work to ensure sustainable, safe, and affordable water and sanitation services to stem the spread of cholera and other water-borne diseases. The project will support the scaling of water and sanitation services, with the goal of helping 250,000 people gain access to basic water services and 75,000 people gain access to basic sanitation services. The project works in five communes (Cap Haitian, Mirebalais, Canaan, Les Cayes and Jeremie) and will focus on four core elements across three components: 1) supporting high-impact and financially self-sustaining water supply and sanitation infrastructure projects; 2) integrating project activities within the local water and sanitation sector; 3) systems thinking for implementing and monitoring activities; and 4) learning and adapting based on evidence and local knowledge. The project will also implement an Enterprise Acceleration Fund to scale up private sector involvement in the water and sanitation sector through subcontracts and cost-sharing grants.

2. ROLE’S PURPOSE:
The Human Resources Manager works with the Director of Finance and Operations to ensure that the Project follows USAID and DAI’s policies and Haiti labor laws, coordinate project recruitment efforts, maintain personnel files, resolve Human Resource issues, and communicate with long-term project staff members on HR policies.
3. RESPONSIBILITIES:
Recruitment
• Lead recruitment efforts based on the project’s HR needs. Assist the home office with recruitment for key positions, as needed.
• Work with supervisors to develop job descriptions, scopes of work/terms of reference, and job qualifications.
• Advertise open positions on local job boards and news sources.
• Maintain the database of recruitment files.
• Review job applications to ensure that all requested documents have been provided.
• Coordinate meetings for screening/shortlisting candidates based on qualifications.
• Schedule interviews with shortlisted candidates and interview panel participants; administer tests (as required).
• Work with Director of Finance and Operations to determine the terms of employment (the type of contract, salary and benefits) and negotiate the final agreement with the successful candidates.
• Send successful candidates job offers.
• Prepare the Employment Agreement.
Human Resources Management
• Lead onboarding process (collect all necessary HR forms and prepare staff orientation in collaboration with supervisor.)
• Prepare the new employee file with all the necessary documentation in accordance with DAI policy and ensure all documentation is stored appropriately in TAMIS and in P Drive.
• Ensure employees are using TAMIS to request leave and work with the accounting team to track leave.
• Coordinate and provide support in the performance evaluation process after consultation with the supervisor.
• Ensure employee subscription for health insurance
• Ensure that accounting has all necessary information for employee payroll and that timesheets are being completed correctly.
• Assist staff to abide by the DAI employee policies and ethics.
• Manage all steps and paperwork involved in the exit process for departing staff.
• Provide the Director of Finance and Operations with support in all other relevant areas.
Qualifications Requises
4. REQUIRED QUALIFICATIONS
• Haitian Resident.
• Bachelor’s degree in Human Resources Management, Business and Administration or related field.
• At least three years experiences in Human Resources Management. Experience on a donor-funded project is a plus.
• Comprehensive understanding of Haiti employment laws.
• Fluency in French and Haitian Creole is required and English is a plus.
• Good communication skills in written and oral.
