Introduction
1. PROJECT BACKGROUND:
The Haiti Strategic Health Information System Program (Haiti HIS) is an $11.5 million cooperative agreement funded by USAID to build the capacity of Haiti’s Ministère de la Santé Publique et de la Population (MSPP) to take ownership of a comprehensive health information system that enables the integration of health records across various digital and paper-based reporting platforms. The program will support the MSPP in drafting an effective eHealth Policy to address interoperability and set data standards; strengthening Haiti’s national health information system—the System d’Information Sanitaire Nationale Unique, or SISNU—by addressing information and technical gaps; and promoting data-driven decision making at national and departmental levels. In turn, the HIS team will help the MSPP analyze the data provided by the improved national health information system and then use this information to provide better quality care and treatment to the Haitian people.
2. ROLE’S PURPOSE:
The Senior Finance and Operations Advisor will support HIS by ensuring effective, efficient, and compliant operations to fulfill the strategic project objectives. They will work in partnership with the Chief of Party (COP), Deputy Chief of Party (DCOP), Finance Manager and DAI home office management team to implement streamlined processes and approaches to achieve project goals and to provide support to the finance, human resources, and procurement team.
Fonctions
The Senior Finance and Operations Advisor will be responsible for the following tasks:
• Orient HIS’s new COP and DCOP in the use of DAI systems and processes for project management, and the compliant management of a USAID-funded cooperative agreement;
• In coordination with the COP, Finance Manager and home office management team, conduct periodic compliance reviews of HIS’s processes, systems, and documentation in the area of:
o Human resources and personnel
o Finance
o Inventory
o Procurement
• Ensure compliance with policies for local procurement to promote expediency, accountability, value for money, and transparency while minimizing risk
• Ensure that procurement is conducted in accordance with USAID regulations and DAI policies, and documented clearly and accurately
• Support the HIS procurement team to streamline processes and identify cost savings procurement mechanisms where possible
• Monitor TAMIS recordkeeping, particularly for procurement and project administration
Qualifications Requises
• Minimum Bachelor’s degree required in a business-related field
• Experience managing finance and operations on a similar sized international donor supported program
• Demonstrated leadership, including experience in coordination, planning and monitoring projects
• Strong interpersonal, oral, and written communication skills
• Strong English language skills – written and spoken
• Experience in Haiti preferred
• Legal right to work in Haiti required
