Introduction

The Program Monitoring and Evaluation (M&E) Specialist is a member of USAID/Haiti’s Policy Coordination and Program
Support Office (PCPS) and provides technical assistance as follows: general program monitoring and evaluation; support to
USAID and partner staff by conducting monitoring site visits and carrying out M&E capacity building activities; support to
USAID and partner staff in establishing performance measures and using web-based management information systems such
as DevResults; support in the creation of project-level monitoring and evaluation plans; support in collecting and analyzing
performance information; support in the design and implementation of independent project evaluations; and assistance to
Mission management in the use of performance information for decision-making and resource allocation.


Fonctions

Monitoring and Evaluation Oversight 70%


Assist technical teams and implementing partners to develop and implement monitoring and evaluation plans so as to accurately monitor and evaluate their programs. This includes guiding teams and partners on selecting targets and employing appropriate data collection and analysis methods to measure program results (such as field visits, work plans, quarterly reports, data quality assessments, specialized surveys, and/or other sources of information like Government of Haiti or donor statistics).

Assist in the design of independent assessments and program evaluations, including baseline surveys, mid-term evaluations, final evaluations, data quality assessments, sectorial surveys, and similar. Advise USAID technical teams and Senior Management on M&E actions, ensuring that they comply with USAID's Automated Directives System(ADS) 200 Series.

Lead relevant Mission staff and Mission Management through the process of reviewing and responding to evaluation findings as described in ADS 203.3.1.9 to ensure concurrence with the evaluation.

Manage evaluation contracts and agreements as a Contracting Officer's Representative (COR) or Agreement Officer's Representative (AOR).

Work with USAID and implementing partner staff to ensure that project data is collected in a timely manner and uploaded to DevResults, USAID/Haiti’s web-based program management platform.

Work with USAID’s Geographic Information System (GIS) Specialists to ensure that GIS data is collected and verified.

Contribute to the process of updating USAID/Haiti M&E policy and procedure documents to ensure Mission alignment with current Agency polices and requirements.

Communicate on M&E issues, as needed, with staff from USAID’s Bureau for Policy, Planning and Learning.


Monitoring and Evaluation Capacity Building 20%

Encourage technical teams and senior management to reference performance information when making resource allocation and programmatic decisions. This will be done by leading discussions, conducting presentations, preparing analytical reports, producing charts and graphs, and in other ways as assigned. Seek ways to increase transparency of USAID's system of reviewing results and using performance information.

Help build the capacity of implementing partner M&E staff, including conducting evaluation trainings, mentoring or other assistance as needed.

Help orient new USAID implementing partner staff to their M&E responsibilities, including leading training sessions, reviewing M&E plans, logistics support, preparation of informational M&E materials, etc.


Other PCPS Duties 10%

Support other PCPS project design, strategy, budget, and donor coordination efforts. This may include assistance in planning new activities; reviewing and providing input into Project Appraisal Documents, Project Descriptions, Scopes of Work and the like; and contributing to agency level documents such as the annual Performance Plan Report, the Operational Plan, Congressional Notifications, Congressional Budget Justifications, the Country Development Cooperation Strategy, the Mission Resource Request, etc.

Other Duties as Assigned by Supervisor(s) and Mission Management.


Qualifications Requises

Requirements:
Post Entry Training: Specialized courses in USAID programming of foreign assistance, management, leadership, ethics, monitoring and evaluation and various specialized databases and computer programs. PCPS Training plans are formulated annually, and the incumbent will apply for and receive training according to Mission-wide priorities and the availability of funding.

Education Requirements:
Education: A Bachelor’s degree (BA) in International Development, Public/Business Administration, Statistics, or Monitoring & Evaluation is required.

Evaluations:
Applications that do not meet the required minimum qualifications will not be scored. Candidates meeting the required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct interviews with the top ranked short-listed candidates. If the interview is conducted, the interview will be one of the determining factors in the final selection.

Qualifications:
Experience: A minimum of three years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization.
