Introduction

Social Impact is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. In Haiti, SI implements the Evaluation and Survey Services (ESS) activity which provides USAID/Haiti with evaluation and survey support services. ESS’ services cross-cut all development sectors including democracy and governance, health, education, the environment, and economic growth.
Project Objective:
USAID/Haiti has engaged ESS to conduct an evaluation of the SANTE activity to provide the recommendations to guide the ongoing implementation of the four-year activity. Additionally, this evaluation will alert stakeholders to changes in underlying assumptions and provide a firm foundation for monitoring and evaluation. Finally, the evaluation will inform follow-on activity design.
The estimated start date will be approximately mid-September through December 2019. The estimated Level of Effort (LOE) will be 62 days.


Fonctions

SI is seeking an Assistant Team Leader/local Sector Specialist who will be responsible for assisting with coordinating all evaluation activities. The Assistant Team Leader/local Sector Specialist will be working alongside a Team Leader and two notetakers.
Responsibilities:
• The Assistant Team Leader will support the development of the inception report, evaluation design, data collection tools, in- and out-brief presentation materials, and final reports.
• Provide subject matter expertise and ensure that the local context informs the evaluation design, methodology, and data collection instruments.
• Schedule and interview key stakeholders and beneficiaries.
• Support the team's analysis of qualitative and quantitative data.
• Support the preparation and two presentations of the key findings, conclusions, and recommendations to USAID/Haiti.
• Co-develop the draft evaluation report with the Team Leader, taking into consideration feedback from the preliminary findings’ presentation.
• Respond to USAID comments on the draft report and submit a final report to ESS.


Qualifications Requises

• Must have experience conducting performance and/or impact evaluations.
• Familiarity with the public health sector and health development programs in Haiti.
• French, English and Creole fluency required.
• Must hold a MA degree in public health, international development, or a related field.
• Familiarity with USAID programs, objectives, and reporting requirements.
• Knowledge of health development programs.
• Must have exceptional organizational, analytical, writing, and presentation skills, including how to conceptualize and structure research activities.
