Job Purpose:
This is a new role leading on the monitoring and evaluation of an exciting new project on trafficking, funded by USAID.
Responsible for : Data Analysis Manager (Evidence Unit, London) and LAC Research Coordinator (LAC team, Bogota), Program manager
Qualifications Requises
Essential:
• Experiences in monitoring and evaluation in trafficking in human projects.
• A strong commitment to children’s rights and international development.
• Master’s degree in information management, social sciences, statistics or other relevant disciplines (or 2 years of additional experience needed in lieu of Master’s degree).
• At least 5 years of experience in managing and leading MEL plans through all stages from design through developing instruments, data collection and data analysis to effective reporting and dissemination of findings.
• Advanced research and evaluation study design skills, with the ability to adapt and apply rigorous scientific methods to fit diverse systems, contexts and populations.
• Ability to use appropriate theory and logic to underpin evaluation design.
• Experience of managing coordination of M&E activities across multiple organisations.
• Experience of data management and quality assurance.
• Attention to detail, and ability to critically appraise evidence for accuracy and validity.
• Strong knowledge and experience of a broad range of qualitative and quantitative research methods.
• Self-starter with strong initiative, excellent organisational skills and the ability to deliver projects on time and to a high standard.
• Excellent communication skills, with strong command of spoken and written French and English.
• Expertise in using Microsoft Word, Excel and PowerPoint.
• Knowledge of DevResults
• Skilful team manager especially, with excellent interpersonal and communication skills, and ability to collaborate and influence colleagues and stakeholders at all levels.

Conditions de travail
Objectives:
• Coordinate all M&E related activities for the project including liaison with Monitoring and Evaluation (M&E officer) and other relevant staff from Lumos’ partner organisations on the ground.
• Support the development of a Monitoring, Evaluation & Learning (M&E) Plan, including the design of logical framework, relevant data collection methods, evaluations and other studies, according to USAID’s guidelines.
• Set up the Standard Minimum quality for the program in Haiti in collaboration with MEAL focal point London and the staff in Haiti.
• Lead the implementation of M&E Plan, including operationalisation of relevant data collection methods, database management, and coordination and capacity-building of partner organisations to generate reliable and consistent data for the project.
• Ensure collection, validation, consolidation, and analysis of qualitative and quantitative research data, and identify new data needs to continuously improve overall data management capacity and efficiency of the project.
• To draft and prepare performance reports to the funder, and other reports related to M&E findings according to the Project Lead.
• Periodically update project progress onto USAID web-based M&E system.
• Provide support and liaison with relevant colleagues in the project and wider Lumos team.
• Help to nurture a culture of learning and continuous improvement through the implementation of M&E plan.
• Work closely with members of Evidence Unit, Lumos to ensure project information feeds into Lumos’ organisational level efforts to generate evidence on trafficking.
• Provide technical assistance to the team, including partners, subawardees and subgrantees for the interpretation, manipulation and efficient use of data in decision-making.
• Other tasks related to the research, as advised by line manager.
Scope:
• Lumos has a dynamic approach to its work and flexibility will be required to take advantage of new opportunities and meet changing priorities
• This role will require periodic travel.
