Introduction

Chemonics International seeks short-term senior-level technical experts in logistics management information systems (LMIS), health systems strengthening, digital product management, procurement and supply management, and information and communications technology (ICT) for the anticipated “Provision of Services to Strengthen the National LMIS in Haiti” activity funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund). This 10-month activity will include a review of the existing paper-based LMIS to identify gaps and propose solutions to improve data capture and quality; and will provide advisory support to the LMIS national working group on technical options for the design and rollout plan to support implementation of an optimized paper-based LMIS, that has capacity to progress to an automated electronic system in the future.

The anticipated start date is February 2020 and will require all team members to travel to and work in Haiti. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Fonctions

The team will be responsible for the following,
• Review current paper forms as well as excel-based forms used by PSI, sub-recipients (SR/NGOs), departmental and health facilities level to report stock and consumption levels
• Review and propose, as needed, short-term improvements for the commodities data flow at all sanitary health levels to and from central (PR) and to and from health facilities and define roles and responsibilities for PR, SRs, and MOH, prioritizing alignment with the overall direction of the national LMIS working group
• Identify gaps for logistic data capture and propose improvements to both paper forms and the excel-based consolidation and analysis of national data.
• The creation/enhancement of simple indicators and dashboards to convert data into information for supply chain performance monitoring and to inform policy/operational decision-making. In particular, the proposed enhancements should allow PSI to rapidly identify stock out alerts and early warning capability, compare supply chain with programmatic data, inform strategic planning, support demand estimation and the reporting of KPIs on product availability at the facility level (Global Fund KPI for Supply Chain)
• Propose simple and low-cost automation solutions for data capture to reduce the work burden on staff as well as error rates during data consolidation and analysis.
• On-site support to the PR, by providing ongoing capacity building in the use of LMIS tools and data-analysis. Specifically, provide technical assistance to PSI during stock and consumption reviews (note that these meetings are planned to be held for the first time in 2019 so the PR has no prior experience running similar analysis).
• Actively participate in the LMIS national working group, advising on technical options for the design and roll-out a plan to support implementation of the LMIS.
• Promote close coordination with MSPP and international partners to ensure timely and quality implementation of the SNADI-LMIS working plan
• Support implementation of LMIS pilot and evaluation (paper-based)
• Subject to the successful completion of the pilot, support scale-up of LMIS paper-based nationally


Qualifications Requises

• Membership in and/or certification from supply-chain industry-recognized institution
• Demonstrated understanding of public sector supply-chain systems and processes, especially in the context of the international development/humanitarian sector
• Proven track record in successful design and implementation of complex LMIS projects involving set-up or reconfiguration of ERP systems or similar supply chain software solutions; previous experience deploying a system in at least two (2) developing or Global Fund/GAVI eligible funding countries is preferred
• Experience providing system post-implementation support including requisite maintenance
• Demonstrated understanding of cross-cutting issues in health service delivery beyond supply chain management
• Ability to build cohesive teams while exercising diplomacy and cultural sensitivity;
• Strong leadership, project management, and analytical skills with ability to work under pressure and on budget and ability to synthesize and summarize results
• Bachelor’s degree in supply chain, computer science, ICT, or related field; advanced degree preferred
• Fluency in French and English
