Concern Worldwide is implementing a 5-year Irish Aid Funded Programme (IAPF) focusing on urban programming. Concern Worldwide has been implementing innovative urban programmes which tackle issues relating to social and economic improvement in impoverished urban areas. Previous urban programmes have included Peacebuilding 2009-2012, Return to Neighbourhood Programs and Grande Ravine Community Integration and Restructuring. The key focus of the IAPF programme is to build on lessons learnt and support in the establishment of resilient communities through conflict management, community participation and building capacity of communities to respond to their own reality. In addition, the creation of livelihood opportunities, innovations into waste management, promoting equality between men and women and strengthening governance and social cohesion at the local level is central tenets of the programme.
Fonctions
To lead on the implementation of technical components of the IAPF programme in compliance with donor and Concern programme quality standards whilst ensuring programme outcomes in relation to Waste Management and DRR are being delivered.
To ensure activities are implemented in line with the timeframe of the programme implementation plan.
The Waste Management/DRR and livelihood Officer is responsible for:
1. Planning and implementation – 20%
• Work in collaboration with the SeniorProject Manager to directly oversee and manage all livelihood, waste management and DRR programme components and to ensure programme goals are met and reported on a regular basis
• Understand all programme documents ( logical framework, programme annual plan, budget) and develop weekly and monthly programme activity plans in line with the overall programme plan
• Liaise with the other project officers and managers to ensure programme activities are integrated in a timely manner and support mutual objectives
• Monitor the implementation of project activities on a weekly/monthly basis, and in close collaboration with M&E Manager support programme reviews and learning processes
• Support the M&E Manager in developing monitoring and evaluation tools
2. Community links/liaison - 20%
• Communicate with and coordinate the activities of the Community Representatives/Community Liaison based on weekly and monthly activity plans
• Communicate and liaise with formal structures – i.e. mayor’s office, SMCRS, DINEPA, DPC DQD, INFP and training service providers.
• Support the identification of target programme participants (livelihood, waste management/DRR) – support the identification of targeting criteria using the programme guide
3. Lead on the implementation of specific IAPF programme components – Livelihood, Waste Management and DRR – 35%
Waste management and DRR
• Develop research projects and contribute to the activities of national groups concerned with waste disposal
• Establish linkage with Private Sector
• Assist with the development, promotion and implementation of new waste disposal schemes and recycling
• Ensure compliance with current legislation and opportunity in the transportation, handling and disposal of waste
• Develop an advocacy plan to ensure local financing of waste management mechanism
• Establish waste management committees
• Strengthen the capacity of women on leadership and development of activities relating to the revaluation of waste
• Implement a DRR plan in line with the program’s outcome, existing structures and dynamics
Livelihood
• Develop research projects and contribute to the activities of groups and beneficiairies concerned with income generating activities
• Establish linkage with Private Sector
• Assist with the development of training modules for beneficiairies
• Develop financing and credit options for livelihood beneficiairies
• Develop ToR for trainers for lifeskills and adult literacy trainings
• Lead the follow-up of livelihood beneficiaries
4. Resource Management: Programme Management Support – 10%
• Drafting and submission of purchase requests to Logistics
• Monitoring disbursements requests to Finance
• Plan logistics needs (transportation, equipment, input purchases, etc.) in collaboration with the Livelihood Waste Management and DRR Senior Project Manager, in accordance with Concern’s internal guidelines
• Ensure the proper management of the tools and equipment used by the project
• Respect the administrative and logistical procedures of Concern and the donor
5. Reporting, Monitoring & Evaluation of the Project – 10%
• Work collaboratively with the M&E Manager in developing the monitoring and evaluation tools or metrics
• Consult with residents and community groups about waste management issues, identify their requirements and provide appropriate solutions
• Participate in the collection of baseline data for the project, plan and conduct field surveys
• Collate statistics and compile reports often to strict deadlines
• Propose formats for tracking data collection, collect and analyze regularly the information gathered
• Produce monthly reports on the implementation and monitoring of project activities
• Provide monthly visits to the community to report on the impact of the project on their standard of living
• Conduct any other tasks in relation to capturing and reporting data linked to the planned programme activities
6. Core Humanitarian Standards – 5%
• Support the IAPF Urban Programme Manager in the implementation of a complaints and response mechanism (CRM)
• Communicate programme activities to project stakeholders
• Report any violations of Concern policies to the Programme Manager
Qualifications Requises
1. Qualifications and experience
• Post-graduate degree in environment, engineering or territory development/urbanism studies
2. Technical Competencies and Experience
• A minimum of 2 years’ experience working in an NGO or similar organization
• At least 2 years of community development work experience
• Experience in project implementation with partners
• Experience working with local authorities
• Professional experience in documentation and dissemination of lessons learnt and best practices
• Communication and writing skills in French and Creole written and spoken. English is an asset (Most of the programme documents are in English)
• Proficiency in planning, monitoring and evaluation techniques
• Excellent report writing capacity
