TITLE: Partnership Advisor
TEAM/PROGRAMME: LOCATION: Port-au-Prince, Central Office

Fixed Term 2019-2021 CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
Fonctions
ROLE PURPOSE: The purpose of this post is to ensure that SCI country office in Haiti develops and implements a sound and comprehensive partnership strategic plan, following SCI global approach for local civil society capacity reinforcement. SCI Haiti current country strategic plan envisages the preeminence of implementation through partners over direct interventions. Alliance with strategic partners for better result in advocacy towards children rights is also a clear focus. The Partnership Advisor (PA) will be responsible for ensuring that the SCI programme adheres to all its partnership approaches and requirements, for all type of partners. The PA will support in identify and manage diverse partnerships with local NGOs, the Government, other INGOs, and the private sector that help to build the capacity of local civil society and government, and more effectively deliver programs. This role will work closely with other technical advisor in the Programme Development, Quality and Advocacy team, Program Implementation/ Operations.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Developing self and others; Working effectively with others
• Develop and lead the implementation of CO partnership policies and strategies and interface with current and potential partner organizations including identifying appropriate partner organizations in consultation with the operations team, and PDQA;
• Conduct partner mapping in line with the current country strategic plan (CSP)
• Develop and manage capacity assessment and capacity building plan of strategically important local civil society partners, including identification of necessary funding for plan’s implementation.
• Build the capacity of relevant CO staff on approved partnership management and SCI and CO minimum standards.
• Support the delivery of capacity building to other teams in the CO and to Partner organisations.
Communicating with impact, negotiation and coordination
• Provides leadership to support partner identification and gathering details information on partners;
• Support the coordination with strategic and implementing partners, including enhancing networking with strategic allies.
Compliance (systems, processes, donor)
• Maintains accurate CO wide partnership information including partners’ registration status with license renewal tracking system, organizational partnership decisions, partner assessment
• Coordinate with relevant departments to support and ensure compliance of partners with core SCI and local policies.
• Ensure SCI processes and key donor requirements related to partnership are known and implemented by SCI and partner’s staff;

Qualifications Requises
Professional qualification in Business, International Development, international relations;
EXPERIENCE AND SKILLS
• University degree in International Development, Business Administration or diplomacy
• Highly developed interpersonal and English communication skills including influencing, negotiation and coaching
• Experience managing partners, through grants, contracts & sub agreements with knowledge of major funders’ guidelines (e.g. USAID, ECHO, DFID, CIDA, SIDA etc.)
• Relevant experience managing donor funded projects with International NGO’s particularly those addressing human/children’s rights and those applying partnership approaches • Strong analytical skills and strategic planning abilities.
• Computer literacy and excellent documentation skills are a must
• Ability to proactively identify issues and problem solving skills to address these
• Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team
• Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
• Excellent time management and planning capacity
• Availability and willingness to work extra hours during times of humanitarian responses
