Santé is a program of the United States Agency for International Development (USAID) in Haiti implemented by Caris Foundation International, Catholic Medical Mission Board (CMMB), Haitian Health Foundation (HHF). Santé works in close collaboration with partners nationwide to support the Ministère de la Santé Publique et de la Population (MSPP) in ensuring health service delivery in over 160 clinical sites and in the community. Santé works in all ten Departments in Haiti, including the major inhabited islands.
Fonctions
The Environmental Compliance Officer (ECO) will be responsible for ensuring effective implementation of Santé site activities, in accordance with Title 22, Code of Federal Regulations, Part 216 (22CFR 216) under the USAID/Haiti Health Services Delivery Project. The project ECO will work on identifying and preventing potential negative impacts of all program activities. He/she will develop work plans to prevent, reduce, or mitigate negative environmental impacts related to program activities. ECO will report to the Technical Director and will support the Technical Leads in developing environmental compliant strategies as part of their objectives.
Major Responsibilities:
As part of Project Santé, the ECO will support Technical Leads and Santé sites project implementation, using USG/USAID environmental guidelines. Specific duties will include:
- Implement USAID-approved Environmental Mitigation and Monitoring Plan (EMMP) within Project Santé
- Perform environmental monitoring of Santé sites prior to conducting certain activities that may have adverse environmental impacts
- Support Santé Environmental Compliance work in gathering information and performing assessments
- Ensure capacity to implement environmental management activities and meet USG/USAID and national standards; conduct regular on-site employee safety and environmental training
- Adherence to national laws and policies where possible, as well as periodic field visits to assess activities’ environmental compliance
- Assist in the development of Hospital Health and Safety Plans at the national level
- Perform compliance audits/site assessments and inspections throughout project cycle
- Develop and support Health and Safety Committees within hospital sites
- Assist WASH Technical Leads in the development and implementation of site-specific Waste Manager
Qualifications Requises
Qualifications:
- Minimum of a bachelor’s degree in safety management, environmental health, or related health science discipline
- Master’s degree preferred
Requirements:
- Three years of work experience managing large and complex health-related projects in Haiti or similar resource-limited settings
- In-depth knowledge of USG/USAID Environmental Compliance regulations
- Previous experience in the development and implementation of safety programs, preferably in Haiti
- Experience and willingness to deliver thorough trainings for technical leads and hospital personnel
- Excellent communication skills, both written and verbal, along with the ability to conduct effective high-level presentations to USAID partners and other donors
- Strong computer skills, with sufficient knowledge in navigating multiple datasets and spreadsheets
- Excellent reporting skills required
- Domestic travel obligations, requiring an average of 4 overnight stays per month
- A strong enthusiasm for the field of environmental health and safety
- Candidates must be fluent in French, Haitian-Creole, and English
