Introduction

NRECA International is managing and operating a 10MW HFO-diesel power plant in the north of Haiti. Funded by the U.S. Agency for International Development in partnership with the Government of Haiti, the Pilot Project for Sustainable Electricity Distribution power utility provides modern electricity services to the Caracol Industrial Park where it is located, and the surrounding communes. Currently, PPSELD has around 14,000 clients and 270 km of distribution lines.


Fonctions

NRECA International is seeking to hire a power generation advisor for this project, who will reside in Caracol, Haiti, and perform the following duties:

Management Duties:
• Develop operational directives required to implement and enforce policies and procedures for the power generation department.
• Direct power generation department employees to operate and maintain the generation plant in high levels of reliable service.
• Ensure that all management practices, methods, and procedures are followed by generation department employees to ensure effective operations of the system.
• Participate in planning service expansions during the contract period.
• Promote customer understanding of rights and obligations as consumers of PPSELD service.
• Ensure safe working conditions for power generation department personnel, providing them the opportunity for maximum creativeness, personal satisfactions, and a sense of accomplishment.
• Advise and assist NRECA International to develop effective policies and procedures to support informed decision-making towards effective direction and management of PPSELD.
• Perform other duties as assigned by the PPSELD Chief of Party.

Technical Duties:
• Power plant optimization:
o Engineering review. During equipment shut down or failure, provide in-depth review of each generation unit and implement corrective action.
o Operation and maintenance. Provide accurate reporting of plant operations and maintenance to keep track of the energy balance between fuel consumption and electrical production.
o Identify training requirements for employees. When feasible provide on-the-job and class type training to improve employee’s expertise and provide adequate tools for their respective tasks.
o Maintain special attention to efficiency monitoring. Insure that required spare parts are available for optimum plant operation.
o Implement standard operation procedures (SOP) for safe and continuous operation.


• PLC and HMI (Programmable Logic Controller and Human Machine Interface: Resolve/manage the issues with the existing PLC program that limit the flexibility and operations of the plant.

• Improve plant reception fuel metering installation: Identify new equipment requirement to address limitations with fuel metering, to include fuel meters with temperature correction to 15 Celsius. This equipment would also improve the reporting accuracy on fuel consumption / balance for the plant.

• Install a new Homogenizer Unit : Oversee installation of a new homogenizer system to replace the damaged unit. Modification to the existing piping will be needed with revision to the electrical connection.

• Preventive maintenance software: Implement dedicated and efficient preventative maintenance software that addresses the requirements for optimizing the proper operations and management infrastructure. This software should include modules covering inventory management, work orders, asset inventory, preventative/corrective tasks, consumption, etc.

• Procurement for fuel (HFO / Diesel) and all consumables : Ensure proper fuel procurement, lube oil and consumable for power plant operation. Work in conjunction with the Arlington office for fuel procurement and specifications.

• Capacity building: Provide adequate and very specific training and guidelines for employees and create opportunities for personnel and professional growth. Proper training and employee recognition will lead to increased understanding of the purpose of PPSELD, necessary changes in attitude, and allow the personnel to grow to the next level of initiatives required to properly manage a power plant efficiently.


Qualifications Requises

• Must possess a degree in Engineering.
• Must have five years minimum experience in power generation plant operations and maintenance.
• Must have five years minimum experience in management of generation plants.
• Must have experience in management of diesel generation plants.
• Experience managing HFO generation plants is desirable.
• Good working level skill in English (and or Spanish) is required and Creole or French is not mandatory.
