IntroductionFonctions
You will lead a department of 16 people including 4 direct reports in the main office in Port-au-Prince. You will report directly to and collaborate closely with the Executive Director. You will be part of the Senior Management Team and you will engage with the broader PSI team, working with your local colleagues as well as colleagues in PSI’s global operations to support OHMaSS needs. Your responsibilities will include:
Leadership & People Management
• Manage and develop the Deputy Director of Finance, Senior Accounting Manager, and Procurement Manager, and ensure growth, mentorship and integrity of the entire Finance Department
• Set individual goals that are specific, measurable and time-bound and coach finance staff to achieve goals and professional growth; coach finance staff to achieve goals and professional growth
• Maintain sound financial systems and policies in line with GAAP, PSI policy, funder regulations, and local law
• Provide assurance that records and controls are sufficient to ensure the accuracy and reliability of financial information by enforcing the application of appropriate procedures and internal controls
• Ensure effective change management when implementing new processes and systems
• Promote and demonstrate an ethical environment, in line with PSI’s values of honesty and acting with integrity
• Enforce the application of appropriate procedures and internal controls
• Build strong relationship with partners and provide constructive feedback on areas for improvement
Manage Budgeting
• Lead the implementation of departmental budgeting, ensuring budget ownership and related communications
• Support budget and proposal development, and budget monitoring and re-alignment, by supplying timely and accurate financial information to program teams
• Support development of the corporate budget (annual operating budget) by headquarters
• Support budget development in proposals and re-alignments by supplying timely and accurate financial information to program teams
• Lead finance and programs teams in monitoring complex budget structure, using efficient project tracking tools to:
• Ensure that funds are being expended in a timely manner according to the approved budget.
• Perform budget forecast and determine if any budget realignment or prior approvals from the donor are required.
Manage Accounting & Audit
• Ensure the flow in recording transactions in the accounting system is smooth
• Ensure good customer service to the other departments is provided
• Review and approve Payment and Journal Vouchers, as well as supporting schedules, aging reports and reconciliations at monthly close
• Ensure timely submission of all statutory reports including tax returns
• Manage cash flow in the country office, approve cash advances from headquarters and maintain relationships with local banks
• Provide responses and action plan for the financial aspect in donor management letter
• Lead preparation of consolidated donor financial reports and disbursement requests with the Donor Reporting team at PSI HQ
• Prepare regular supplemental financial analysis for the Local Fund Agent (LFA)/GF country team as required, and ensure that these reconcile to the formal reports submitted in conjunction with PSI HQ
• Ensure that policy process and procedure manuals as well as forms and workflows are kept up to date
• Oversee all internal and external audits and manage relationships with auditors
Manage Treasury
• Review and approve Operating Advance Requests (OARs) for cash advances from headquarters
• Manage cash flow in the country office and maintain relationships with local banks
• Manage and implement ways to minimize cash risks, including using new technologies such as online banking and mobile money
Manage Partners Financial Performance
• Review the field financial verification visit reports to partner sites and monitor compliance with award requirements and applicable regulations. When financial issues are identified, work with the Deputy Director, Finance to issue management letters and follow-up on the implementation of the corrective actions
• Ensure preparation of variance analysis for the quarterly/bi-annual/annual financial reports to donors
Coordinate with PSI Headquarter in Washington DC
• Ensure accuracy, completeness and timeliness of the Monthly Financial Package sent to PSI HQ
• Work closely with PSI HQ to ensure efficient flow of information and timely financial reporting to donors
• Liaise with Field Finance department at PSI HQ to ensure accurate record of contract details in the consolidated Lawson system
• Liaise with Procurement team in PSI HQ for international procurement of commodities and products
• Liaise with funders on financial matters; support good relationships with funders
• Collaborate with the program management team to produce monthly financial analyses (ASR, MPFR) and other donor reports (such as QFRs and PUDRs).
• Examine financial reports before being presented to PSI or donors.
Other
• Perform any other related duties that may be assigned by Executive Director and PSI HQ
Qualifications Requises
• Professional accountant (CPA, MS, ACCA, Certified or Chartered Accountant, MBA or equivalent experience required) with experience working at senior levels required
• At least 10 years of relevant experience
• Working knowledge of integrated, accrual-basis accounting systems such as QuickBooks Enterprise, Infor Lawson, or another ERP
• Excel, advanced (VLOOKUP, SUMIF, TRIM and MID formulas; "&" operator; pivot tables and pivot charts)
• Working knowledge of the Global Fund and US government rules and regulations
• Honest and ethical with high levels of integrity and confidentiality
• Fluency in English, French and/or Creole
• Experience working in developing countries; preferred previous experience in Haiti
• Superior communications skills, verbal and written, including the ability to engage effectively with staff at all levels
• Creativity, innovation and problem-solving skills
