Introduction

Fonctions
Auditing/internal control
• Review all the finance files on monthly basis and carry out testing on 80% of transactions to the backup documentation.
• Where documentation is missing or incomplete work with the Country Financial Controller and General Systems Manager to:
o Find out why the documents are missing
o Work with the teams to ensure that the missing documents can be found and filed accordingly
o Ensure that files are kept in a manner to allow for ease of audit checking and verification
• Work with the Country Financial Controller to ensure that the recommendations of internal audits and donor audits are being implemented and take corrective measures for the future where we have difficulties in providing information for donor audits.
• Accompany staff making field based payments, on a random basis, to verify that the payments procedures followed are in line with standard Concern procedures and visit the training sessions which will be organised by the field.
• Works with the Country Financial Controller to ensure that the field offices are visited every month by a member of the Head Office team to ensure that internal controls are properly implemented.
• Ensure that a preferred list of suppliers is set up and being regularly updated and adhered to
• Work with the GSM to review tender files and procurement documentation verifying that procurement procedures are being followed.
• In collaboration with the GSM, organize physical verification of stock items in the warehouses on regular basis and conduct physical verification of the Fix Assets according to set deadline. Ensure the FA register is properly updated by the Logistics Focal Point.
• Work with the Transport Officer to carry out audits of fuel purchasing and calculations in usage reports.
• Assist with fuel delivery and inform the General Systems Manager on any discrepancy/irregularity noted
• Collect the signed Waivers from relevant team members and keep the hard and soft copies in Finance Department.
• Ensure the taxes are paid within required deadlines to avoid penalty and provide support to the management in resolving issues linked to the Government regulations.
• Take a very active role in the planning and coordination of external/internal audits and provide audit documentations when required including reminding the Programmes team when their input is sought.
• In conjunction with the CFC and GSM complete the Year End Regulatory Questionnaire on annual basis.
• Review the cash transfer/voucher requests that are submitted prior to transferring the funds to the service provider and ensure all supporting documentations (receipts signed by beneficiaries) linked to cash transfers /vouchers are collected from the service provider and are available for audit trails.
• Provide training, capacity building and support to Concern Haiti staff in the head and field offices to enhance their knowledge and understanding of Concern policies and procedures and ensure proper implementation and on-going use.
• Where Concern policies and procedures have not been followed correctly guide CMT in taking action to address this and support all internal investigations related to fraud/corruption.
Donor Compliance
• Conduct monthly compliance review of all supporting documentation linked to UNICEF and ECHO projects prior to submission of the financial report to the donor.
• Work with the Country Finance Controller to ensure the donor database is maintained as recommended by the regional accountant. Also, in conjunction with the Assistant CFC, perform the monthly update of the donor files.
• Ensure that Donations in Kind (and other items of stock) are held in secure location and correctly accounted for to support year-end closing.
• At the end of each grant, review all donor files to ensure the support documentation matching transaction listings and the procurements/systems procedures followed and the closing out all donor files is done appropriately.
Partner financial monitoring/support
• Supporting and monitoring partners to ensure their financial integrity within the framework of policies and procedures established by Concern and generally accepted accounting principles and standards.
• Assessing financial and operational risks of Concern’s partners and ensure that all risks identified are adequately managed. This will involve identifying partners’ financial capacity gaps, making recommendations to address the gaps and follow up the implementation of the recommendations.
• Assess partner organizations using CLOFAT at the time of new partner selection and make recommendations on partner risk management to the Country Management.
• Periodically assess the finance skills of both finance and non-finance staff of partner organizations by using the partner audit programme, CLOFAT updates and other tools.
• Periodically audit/ review systems or operations to determine whether the risks are being effectively managed and to check compliance with terms and conditions stated in the partnership agreement.
• Carry out investigation audit of partners as requested by Concern management.
• Review the partners external audit reports and management letters and follow up on issues raised.
• Review financial reports and backing documentation prior to disbursements of funds to partners.
• Ensuring partner organizations develop their own financial policies and procedures, and internal control systems, which meet Concern’s minimum standards for partner organizations.
• Participate/facilitate training for partner staff as requested by management.
• Producing high quality visit/audit reports with substantiated finding and clear recommendations.
• Support Programmes in development of MoUs with external partners or agencies.
General
• Perform any other duties as assigned by the Country Director, Country Financial Controller or their delegate
• Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CoC), including the respect of confidentiality.
• Report to the appropriate manager all potential or actual violations of the P4 or CoC - this is a mandatory duty for all staff.
• Support staff refresher trainings on internal policies and procedures.
Qualifications Requises
University degree in Accounting/ Business management or Audit.
Minimum 3 years’ experience in External or Internal Audit or 5 years’ experience in role with similar responsibilities.
Should have good communication and quantitative skills.
Must be able to travel to the fields when required.
Ability to work well under pressure.
Ability to plan and coordinate tasks
Experience working with institutional donors is an advantage.
Fluent written and spoken French and creole. Must be able to write report in English and French.
Must have good working knowledge of computerised accounting systems, preferably MGP (Microsoft Great Plains). Must be computer literate in using Microsoft Office programs.
Must be able to work independently in remote areas
